Core Issue: The case challenged the UPPSC method of preparing preliminary exam results category-wise, which prevented meritorious reserved category candidates from qualifying in the unreserved (open) category list.  • Ratio Violation: The petitioners argued that the UPPSC failed to qualify candidates in the advertised 1:15 ratio , instead only qualifying 7358 candidates for 609 posts, a ratio of about 1:12.  • Court's Stance: The Court ruled that the unreserved category is not a "quota" for general candidates but is open to all individuals based on merit, regardless of their social category.  • Discrimination: The judgment found that excluding high-scoring reserved category candidates from the unreserved list • Final Order: The court allowed the petitions and ordered the UPPSC to re-draw the entire preliminary examination merit list to include meritorious reserved category candidates in the unreserved list. The main examination can only proceed after this revised list is published.
