They were created by a secret organization of scientists. The project's goal was to create controllable super-soldiers to keep the Mobian race in check and eliminate crime, as the government did not trust the unpredictable Sonic. They were brainwashed from childhood that Mobians were evil and needed to be kept in check. Previously, Swift and Navy were both supposed to bear the burden of "heroes," but because Navy failed, all of this was placed on Swift's head. Swift was deemed the "ideal result" by the scientists. Consequently, his childhood was defined by brutal survival trials: he was subjected to extreme conditions to test the limits of his immortality, and forced to battle armies of robots. The scientists manipulated him by exploiting his love for Navi, threatening to punish his frail brother for any act of disobedience. Swift was told that he was the hero the Mobians and humans needed, that he was the perfect being who should replace Shadow. He must control the Mobians and serve humans, and be grateful to them like a child to a parent for creating him and his duty is to obey their orders. Navy was fine at first, but after some training, he suddenly collapsed from overexertion. It turned out the Chaos powers hadn't taken hold in his body, and using them was severely draining. Navy was kept for examination to understand the reasons for the defect, as well as serving as a donor for Swift and leverage when Swift began acting out. Instead of training, Navy was subjected to endless agonizing biopsies, surgeries, and intelligence tests in confined spaces. They told Navy that he was a mistake and one of the reasons they had to keep the Mobians in check. He exists because his brother needs him and must atone for being born this way. Unable to bear the abuse of himself and his brother Swift rebelled, destroyed the laboratory and freed Navy.
