European banks and payment services have started blocking transfers from Russians with legal status in the EU and other countries, despite lacking connections to Russia. The reasons for the blocks can include holding a Russian passport, a tax number, or even a phone, which is perceived as a link to Russia.
Transfers from Russian citizens receiving income, for example, from Kazakhstan, are particularly affected. The rejections impact both EU banks and fintech services like Wise, which now refuse transfers to accounts of Russian citizens, even if they do not reside in Russia.
At the end of December 2025, the French bank BNP Paribas blocked a money transfer to a Russian woman with a French residence permit, who received salary from a Kazakh employer. The bank explained the block by citing the transaction's connection to Russia but did not provide further details. A similar case occurred with another customer living in France with a residence permit, who did not receive a transfer through the bank Société Générale – the reason for the rejection was not disclosed.
Furthermore, the fintech service Wise refused to transfer the salary to a Russian woman living in Latvia, requesting documents to confirm the legality of her stay in the EU. After submitting all documents, including the residence permit, the transfer was cancelled.
The tightening of compliance is linked to the inclusion of the Russian Federation on the EU's blacklist, which affects not only EU countries but also the European Economic Area and other countries that follow European guidelines, such as Switzerland and Andorra.
