The network upgrade has been rescheduled to 00:30 UTC. Expect 2-5 minutes of downtime. The network upgrade included some urgent fixes for performance of the L1. Apologies for the delay and rescheduling on short notice.

A few notable changes will go live on this upgrade:
1. Open interest will be changed from 1-sided to 2-sided. This will prevent confusion from users who are wondering how they can be more than half of the open interest of an asset under the old definition.
2. For API users: number of nonces stored will be increased from 20 to 20 + cumulative_usdc_volume / 1M up to a maximum of 100. Though not strictly necessary, this will allow high volume strategies more flexibility around batching.

After this upgrade, the mark price will be improved to a more robust formula involving the median of three orthogonal data sources instead of the previous 1 input with fallback. Following up on the address-based rate limit update, the following changes were made in response to user feedback:
1. The cumulative request counter of all address will be reset to 0. This gives everyone a buffer to adapt to the new limits.
2. Cancels have an additional buffer to protect automated strategies
3. Due to increased load on the L1, the following change will be made on the next network upgrade on Feb 27 at 22:00 UTC.
1. Cumulative requests per USDC traded will be decreased from 10 to 1. Almost all manual and automated traders are naturally below this limit. If your strategy is not, it is recommended to adjust immediately.
2. An endpoint userRateLimits will also be created to easily check cumulative requests and cumulative volume.
3. Internal USDC transfer to new addresses will have a fee of 1 USDC instead of 0.3 USDC. Internal transfers to existing addresses will continue to be free.
In a following network upgrade, the cumulative requests per USDC traded may be decreased again, but not below 0.2 requests per USDC traded. This will be based on assessment of L1 congestion after the initial change. It is highly recommended to monitor your userRateLimits response and adjust to be under 0.2 requests per USDC traded if possible.
Reminder that scheduled cancel i.e. "dead man's switch" has been released. It's recommended to use this to cancel all orders if your strategy is frequently hitting the rate limits.
Finally, note that a rewrite of the consensus algorithm is being actively implemented that will greatly increase TPS. The target is a 10-100x improvement. Congestion on the L1 is encouraging to see, as genuine user demand for Hyperliquid is increasing.
There will be a network upgrade on Friday at 22:00 UTC. On this upgrade, the funding rate formula will be adjusted from using the impact mid price to the one-sided impact price that most CEXs use.
Based on analysis of recent data, this will decrease median funding rate across assets by more than 50%. This will help longer horizon traders hold positions more cheaply on tail assets.
Also, the weight of Kraken in the spot oracle will be decreased from 2 to 1. The updated oracle weights will be Binance, OKX, Bybit, Kraken, Kucoin, Gate IO, MEXC with weights 3, 2, 2, 1, 1, 1, 1 respectively.

On this upgrade, Gate and MEXC will be added to the oracle souces with weights of 1. This will not affect most oracle prices, but will provide more robustness in some edge cases. The weights after the change will be Binance, OKX, Kraken, Bybit, Kucoin, Gate, MEXC with weights 3, 2, 2, 2, 1, 1, 1 respectively.
