#ENVIRONMENT ■ Major take aways from latest IPCC Report- ✅In its latest assessment report, the Intergovernmental Panel on Climate Change (IPCC) has laid out several scenarios on the steps that ought to be taken to keep temperatures below 2°C. ✅It warned that even temporarily exceeding the warming level of 1.5°C over the next two decades would mean additional severe impacts. ● About IPCC: ✅It is the United Nations body for assessing the science related to climate change. ✅It was set up in 1988 by the World Meteorological Organisation (WMO) and the UN Environment Programme (UNEP). ✅Its main activity is to prepare Assessment Reports, special reports, and methodology reports assessing the state of knowledge of climate change. Procedure followed to prepare IPCC assessment reports ✅Scientists from around the world including India are part of the Working Group of the IPCC. ✅They analyse the various interventions that can be made to ensure that temperature rise by the end of the century is minimal. ✅The group does this by assessing the most credible, updated literature on the scientific, technological, environmental, economic and social aspects of mitigating the impact of climate change. ✅This specific group studies social developments, such as decisions taken at the annual Conference of Parties (COP), progress on clean energy technologies and availability of finance. ✅These scientists place the data in the context of climate science and analyse the role played by various groups such as forest communities, indigenous tribes and businesses, in addressing climate change ✅They finally recommend steps that must be taken over three periods: until 2030, until 2050 and until 2100, on what needs to be done to limit temperature rise. ● Key messages of latest Report: ✅GHG Emissions: Total net anthropogenic GHG (greenhouse gas) emissions have continued to rise from 2010–2019, as have cumulative net CO2 emissions since 1850. ✅Average annual GHG emissions during 2010-2019 were higher than in any previous decade, but the rate of growth between 2010 and 2019 was lower than that between 2000 and 2009. ✅By 2019, the largest growth in absolute emissions occurred in carbon dioxide from fossil fuels and industry followed by methane. ✅Financial Flows: Tracked financial flows were still falling short of the levels needed to achieve mitigation goals across all sectors and regions. ✅The challenge of closing gaps was largest in developing countries as a whole. ✅Increasing financial flows can be supported by clear policy choices and signals from governments and the international community ✅According to the scientists, limiting warming to around 1.5°C requires global greenhouse gas emissions to peak before 2025 at the latest and be reduced by 43% by 2030; at the same time, methane would also need to be reduced by about a third. ✅Even if this happened, it is almost inevitable that this ceiling would be temporarily breached but, with appropriate action, it could again dip by the end of the century. ✅Global temperature: it will stabilise when carbon dioxide emissions reach net zero. ✅For 1.5°C, this meant achieving net zero carbon dioxide emissions globally in the early 2050s; for 2°C, it is in the early 2070s. ✅Even limiting warming to around 2°C would still require global greenhouse gas emissions to peak before 2025 at the latest and be reduced by a quarter by 2030. ● Implications of the report for India: ✅The report’s warning against opening new coal plants is of relevance to India. ✅The panel finds that all coal-fired power plants, without the technology to capture and store carbon (CCS), would need to be shuttered by 2050 if the world aspired to limit global temperature rise to 1.5°C. ● India’s stand on use of Coal: ✅It has committed to a net-zero year, or when it would cease to be a net carbon dioxide emitter, of 2070 ✅It has “welcomed” the recent report and said it recognises India’s position that developed countries must do more to mitigate climate change. The Pension Fund Regulatory and Development Authority, which operates the National Pension System, has proposed to launch a guaranteed return scheme for savers & salaried class. This will be the first scheme from the pension regulator that will offer a guaranteed return to investors. The regulator has appointed EY Actuarial Services LLP as a consultant to help design the proposed scheme under the NPS. What kind of returns will the scheme offer? • The actual returns will depend on the market conditions. • Two options are likely to be on offer. Under the fixed guarantee option, the guaranteed return is fixed along the accumulation phase. • Under the floating guarantee option, the guaranteed rate of return is not fixed along the savings phase. • The floating guarantee depends on the development of the 1-year interest rate until retirement. • The current 1-year interest rate is assigned to each annual contribution made, and is valid until retirement so that, at each point of time, there is a different minimum return. Lock-in Period • According to the current plan, lock-in may be applicable on each contribution, and will be applied based on the period since that contribution has been made. • It may also consider multiple lock-in period options for flexibility. • The subscriber may have the option to withdraw or to stay invested after the lock-in period. However, there won’t be any guarantee applied on the investment after lock-in. • Minimum and maximum monetary limits on contributions may be prescribed. • The attraction for investors will be the minimum guaranteed return. NPS is a voluntary, defined contribution retirement savings scheme designed to enable the subscribers to make optimum decisions regarding their future through systematic savings during their working life.

🔆Control of Anaemia among Children in the Country ✅ Why in News As per WHO’s definition, anaemia is a condition in which the number of red blood cells or the haemoglobin concentration within red blood cells is lower than normal. As per the National Family Health Survey (NFHS)-5 data, 67.1% of under five children, 59.1% of adolescent girls and 31.1% of adolescent boys are found to be anaemic. ✅Under Rashtriya Bal Swasthya Karyakram (RBSK) of National Health Mission (NHM), periodic haemoglobin estimations are carried out by the Mobile Health Teams (MHTs) placed in every block during their visits to Government and Government aided schools. ✅Each MHT is provided with Digital Haemoglobinometer for screening of anemia. ✅Severe anaemia and Sickle Cell anaemia are the identified health conditions for child health screening and early intervention services under RBSK. ✅Children found to be anaemic are provided nutritional counseling by RBSK teams and referred to nearby health facilities for further management. ✅Under the Anaemia Mukt Bharat (AMB) strategy, for prevention of anaemia in school children, weekly Iron and Folic acid tablets – IFA pink and IFA blue are provided to children 5-9 years and 10-19 years respectively along with bi-annual deworming, using the school platform. ✅Financial support is provided to the States and UTs, under National Health Mission, for effective implementation of interventions under AMB strategy based on proposals submitted through their respective annual Programme Implementation Plan (PIP). ✅In order to improve the nutritional status of school children, there is provision of Mid-day school meal/ dry ration for the children of primary and upper primary classes of Government and Government aided schools. #GS2

🔆2nd INDIA AUSTRALIA VIRTUAL SUMMIT ✅why in news: Prime Minister Narendra Modi and Prime Minister of Australia Scott Morrison held the 2nd India-Australia Virtual Summit during which they reviewed the multi-faceted relationship between the two countries and exchanged views on regional and global developments. ✅Both the leaders expressed satisfaction at the progress made under the Comprehensive Strategic Partnership established during the 1st Virtual Summit in June 2020. ✅Prime Minister Modi expressed his satisfaction at the enhanced scope of the relationship which now covers such as trade and investments, defence and security, education and innovation, science and technology, critical minerals, water management, new and renewable energy technology, Covid-19 related research, etc. ✅Prime Minister Modi thanked Scott Morrison for the special gesture in returning 29 ancient artefacts to India. These artefacts comprise sculptures, paintings and photographs, across centuries, some dating back to the 9th-10th century, from different parts of India. ✅The artefacts include 12th century Chola bronzes, 11th-12th century Jain sculptures from Rajasthan, 12th-13th century sandstone Goddess Mahisasuramardini from Gujarat, 18th-19th century paintings and early gelatin silver photographs. ✅A Joint Statement was issued on the occasion covering various aspects of the deepening Comprehensive Strategic Partnership. ✅Both sides also agreed to establish annual summits between the Prime Ministers under the Comprehensive Strategic Partnership, thus adding a special dimension to the bilateral relationship. #IR
