🇮🇳 SHANTI Bill/Act 2025 — SHANTI = Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Act, 2025. It is India's new legal framework for expanding nuclear energy. 🌳Target: 100 GW nuclear power capacity by 2047 under the Nuclear Energy Mission. 🎯 What does it replace? The SHANTI Act replaces: ☘️Atomic Energy Act, 1962 ☘️Civil Liability for Nuclear Damage Act, 2010 ⭐ Biggest Change — Private Sector The Act allows private-sector participation in specified nuclear activities, subject to government licensing and regulatory safety authorisation. Private entities can participate in areas including nuclear power plants, nuclear fuel-related activities within permitted limits, equipment manufacturing and R&D. 🛡️ AERB The Act gives statutory status to the Atomic Energy Regulatory Board (AERB), strengthening its regulatory and safety role. 💰 Nuclear Liability It introduces a graded liability framework based on the type and characteristics of the nuclear installation. Operator liability ranges from ₹100 crore to ₹3,000 crore depending on the category of installation. 🚫 Activities retained under Central Government control Certain strategic activities/facilities remain under exclusive Central Government control, including areas such as enrichment/isotopic separation of prescribed substances, spent-fuel management and heavy-water production. 🧠 SHANTI Act 2025 = New nuclear law + replaces 1962 & 2010 Acts + private participation + statutory AERB + graded liability + 100 GW nuclear target by 2047.

🌳On 9 July 2026, during PM Narendra Modi’s visit to Australia, India and Australia finalised the Administrative Arrangement needed to enable Australian uranium exports to India. This effectively operationalises the civil nuclear cooperation agreement between the two countries. 🔑 Why is it important? 🇦🇺 Australia → uranium supply 🇮🇳 India → civilian nuclear power programme ☢️ Supply is for peaceful/civilian purposes 🌲IAEA safeguards apply to the exported uranium. It supports India's plans to substantially expand nuclear power capacity. 📅 Timeline 🌳2014 → India–Australia Civil Nuclear Cooperation Agreement signed ⬇️ 🌳2015 → Agreement entered into force ⬇️ 🌳9 July 2026 → Administrative Arrangement finalised → Australian uranium exports to India enabled. 🌳Importantly, India is not an NPT signatory, but Australia made an exception for India following the 2008 NSG decision and India's separation of civilian and military nuclear facilities. 🌳For the uranium/nuclear cooperation, the Indian side involves the Department of Atomic Energy (DAE), which functions directly under the Prime Minister, rather than being a normal Ministry of the Union Government. 🌳The critical-minerals side, however, comes under the Ministry of Mines.
