संवैधानिक लोकतंत्र में यह ज़रूरी है कि सरकार नागरिकों की बात सुने, नागरिक एक-दूसरे की बात सुनें, ऐसी संस्थाएँ हों जो जवाबदेह हों और समाज ऐसा हो जो हर असहमति को खतरे के तौर पर न देखे।
