| 18 | از نگاه تهران، کشمکش بر سر تنگه هرمز صرفاً درباره مسیرهای کشتیرانی نیست؛ بلکه درباره آن است که آینده امنیتی و اقتصادی ایران در چارچوب ترتیبی تثبیت شود که هرگونه تلاش دوباره برای اعمال فشار، منزوی کردن یا حمله به ایران، هزینهای مستقیم و ماندگار برای رقبایش به همراه داشته باشد.
چندین دهه سیاستهای آمریکا، از دید نویسنده، به تهران انگیزه داده است که دقیقاً چنین راهبردی را دنبال کند. چه کسی این وضعیت را بپسندد و چه نپسندد، اگر ایران در این مسیر موفق شود، نتیجه صرفاً یک استثنا بر قواعد موجود نخواهد بود، بلکه ظهور یک هنجار یا قاعده حاکم جدید خواهد بود؛ چیزی که میتوان آن را «کنوانسیون هرمز ۲۰۲۶» یا هر نام دیگری گذاشت.
نظمهای بینالمللی همواره متناسب با تغییرات در توازن قدرت دگرگون شدهاند. این واقعیتی است که در طول تاریخ بارها رخ داده است. | 452 |
