The mobile web has definitely improved from where it was just a couple years ago. It’s very rare to run into a website that isn’t 100% responsive in design. That said, I don’t think many mobile websites are 100% mobile-first in design. For an experience to be truly mobile-first, it would need to be faster and have an app shell.
