ECB, EU cenbanks seek changes in MiCA’s minimum bank deposit for stablecoins
The European Central Bank and EU central banks want to replace MiCA’s mandatory bank-deposit thresholds for stablecoin reserves with liquidity requirements, arguing that large deposits could create risks for banks.
The European System of Central Banks proposed removing rules requiring 30% of reserves, or 60% for significant stablecoins, to be held as bank deposits. Instead, it backed minimum liquidity thresholds for assets maturing within one and five working days, alongside instruments such as overnight repos and short-term sovereign bonds.
The ECB warned that the current rules could expose banks to liquidity stress if a stablecoin run forces issuers to rapidly withdraw deposits.
Manhattan US Attorney leading probe into Binance’s Iran compliance: Bloomberg
The Manhattan US Attorney’s Office is reportedly investigating whether Binance knowingly allowed trading that violated US sanctions on Iran, Bloomberg reported, citing people familiar with the matter. The DOJ’s Criminal Division is also involved.
Binance said it has “zero-tolerance” for sanctions violations and cooperates fully with law enforcement. An investigation does not establish wrongdoing and could end without charges.
The report follows a March Wall Street Journal story that the DOJ was examining whether Iran used Binance to evade US sanctions.
Bitcoin surges to eight-month high in post-CLARITY rally
Bitcoin climbed above $86,000 for the first time since late January, reaching a 33-week high above $86,500 on Bitstamp. BTC gained more than 6% in 24 hours, while nearly $800 million in crypto short positions were liquidated.
The rally coincided with WTI crude falling below $92 as signals emerged that US-Iran negotiations could resume. US stocks also advanced, with the S&P 500 up 1.6% and Nasdaq Composite gaining 2.4%.

| 5 | Crypto metric signals altseason as Bitcoin market-cap share stalls below 60%
Glassnode’s Altcoin Cycle Signal has flipped to favor altcoins, suggesting a potential “altseason” as the broader crypto market rallies. The metric compares the market-cap growth of the 250 largest cryptocurrencies, excluding stablecoins, with Bitcoin. Its seven-day average reached 81.25 on a 0–100 scale on Monday.
“The first rally in August saw altcoins stay relatively flat while BTC moved. However, today’s rally has ignited the full breadth of the altcoin market,” Glassnode said.
The combined altcoin market cap hit $1.19 trillion on Tuesday, its highest level since late January, and has risen 33% since Aug. 19. Bitcoin’s market dominance, meanwhile, remains near 60%, at 59.7% versus 59.2% on Aug. 19.
Trader Matthew Hyland argued that Bitcoin dominance may have already peaked at 66% in June 2025, pointing to Bitcoin’s limited progress against altcoins since then.
Crypto ETFs also recorded a broad rebound. US spot Bitcoin ETFs attracted $999 million on Monday, while Ether ETFs saw $270 million in inflows — the highest daily totals for both since October 2025, according to Farside Investors.
Bitcoin ETF investors’ aggregate cost basis was just below $86,000 at the end of last week, with BTC now attempting to establish that level as support.

Solstice CEO Ben Nadareski says crypto is unlikely to return to the extreme boom-and-bust cycles of 2017 and 2021 as deeper liquidity and institutional participation make digital assets more stable.
Nadareski said liquidity across major crypto pairs has grown significantly, even during bear markets, reducing the conditions that fueled sharp price swings. He argued that crypto is increasingly becoming a market for institutional capital and household wealth rather than pure speculation.
Bitcoin data supports the shift. A December 2025 report from Glassnode and Fasanara Digital found BTC’s one-year realized volatility had fallen from 84.4% to 43%, partly due to greater market depth and institutional participation. Daily spot volumes also rose to $8B–$22B, compared with $4B–$13B in the previous cycle.
SkyBridge Capital’s Anthony Scaramucci similarly said institutional investors and spot Bitcoin ETFs have “muted” Bitcoin’s traditional four-year cycle, though he argued it has not disappeared entirely.
Nadareski also expects Solana’s stablecoin market to grow from roughly $16B today to more than $50B and potentially approach $100B within five years, driven by fintech adoption, fast transactions and low fees.
Stablecoins are already a major source of market liquidity. CEX.IO data shows they accounted for 75% of total crypto trading volume in Q1 2026, a record share, with transaction volume exceeding $28T.

US prosecutors are investigating whether Binance knowingly allowed trading that violated US sanctions on Iran, Bloomberg reported, adding details to a DOJ probe first reported in March. The Manhattan US Attorney’s Office and the DOJ’s Criminal Division are reportedly involved.
Binance said it has a “zero-tolerance policy” for sanctions violations and cooperates with law enforcement. The company did not directly address the reported investigation. No wrongdoing has been established, and the probe could end without charges.
Bitcoin surged above $86,000 for the first time since late January, extending a rally fueled by falling oil prices and gains in US stocks. BTC hit above $86,500 on Bitstamp, up more than 6% on the day, while nearly $800 million in crypto shorts were liquidated over 24 hours.
WTI crude dropped below $92 as signals emerged that US-Iran negotiations could resume. Meanwhile, the S&P 500 rose 1.6% and the Nasdaq gained 2.4%, adding momentum to the broader risk-on move.
The ECB also launched Pontes, a system allowing financial institutions to settle wholesale tokenized-asset transactions in central bank money rather than private settlement assets such as stablecoins.
Pontes is part of the Eurosystem’s strategy for tokenized finance, with full implementation expected by 2028. The ECB said the system could make transactions faster and more efficient by combining issuance, trading, settlement and custody while enabling smart-contract automation.

| 13 | Strategy buys 950 Bitcoin for $76M, repurchases $174M in STRC
Michael Saylor’s Strategy resumed its Bitcoin buying after a two-week pause, acquiring 950 BTC for $75.7 million at an average $79,670 per coin, according to a Monday SEC filing.
The purchase lifted Strategy’s holdings to 846,000 BTC, acquired for about $63.8 billion at an average cost of $75,416 per Bitcoin, including fees. At $84,925, the company’s holdings carried an unrealized gain of roughly $8.05 billion.
Strategy also repurchased about 1.77 million STRC preferred shares for $174 million during the same week. The company said $875.1 million remains available under its STRC buyback program, alongside $1 billion for MSTR repurchases.
No shares were sold through Strategy’s at-the-market programs between Sept. 14 and Sept. 20, indicating no capital was raised through them during the period.
Meanwhile, Strategy’s USD Cash balance fell nearly 20% to $1.05 billion from $1.30 billion. Its USD Reserve declined to $5.04 billion after $57.4 million was used for preferred-stock dividends and debt interest.

Bitcoin climbed above $85,000 after closing last week at $81,120, its highest weekly close since early May. The rally triggered more than $600 million in crypto short liquidations.

Oil falls as Trump hints at Iran dialogue
WTI crude fell below $94 after briefly topping $100 last week, as hopes grew for renewed US-Iran diplomacy. Qatar said efforts to restart negotiations had been ongoing for weeks, while Donald Trump indicated he could be open to meeting Iran’s president at the UN General Assembly.
Markets see two more Fed rate hikes in 2026
Markets now price a 53% chance of another 0.25% Fed hike in October, with nearly 40% odds of a third hike before year-end, according to CME FedWatch.
Richmond Fed President Thomas Barkin is scheduled to speak Tuesday, potentially offering further clues on monetary policy.
Analysis sees stocks holding gains as yields cool
US bond yields continued to retreat Monday. The 30-year Treasury yield fell to 5.301%, below its Sept. 11 peak of 5.425%.
Analysts continue to monitor yields and liquidity conditions for their potential impact on Bitcoin. CME contributor Jim Iuorio said recent bond-market interventions could provide a liquidity tailwind for crypto, while Mosaic Asset Company argued that stocks could maintain gains if rate hikes remain measured and economic growth stays resilient.

North Korean hacking group WaterPlum, also known as Contagious Interview, stole at least $10.7 million by posing as recruiters for legitimate crypto, AI and NFT companies.
The group targeted software developers, engineers and Web3 professionals worldwide, luring victims through social media, job platforms and freelance marketplaces. Victims were then tricked into downloading malicious files disguised as coding assignments or software fixes.
Authorities linked WaterPlum to North Korea’s broader campaign of placing IT workers inside foreign companies.
Anthropic tabs Accenture as embedded evaluator to help with AI slowdown proposal
Anthropic selected Accenture as its first embedded evaluator for CEO Dario Amodei’s proposal to slow AI development and give safeguards more time to be implemented.
Amodei warned that AI’s rapid progress and recursive self-improvement could eventually outpace humanity’s ability to understand and control advanced systems. OpenAI CEO Sam Altman and SpaceX CEO Elon Musk responded positively, while Nvidia CEO Jensen Huang argued additional regulation was unnecessary.
VanEck criticizes Metaplanet over executive dilution despite compensation cuts
VanEck criticized Metaplanet’s executive compensation structure, saying its efforts to curb shareholder dilution still leave management incentives poorly aligned with investors.
In a review of the 10 largest digital asset treasury companies, VanEck rated Metaplanet’s compensation structure “Bad,” citing an equity plan equal to 14.7% of fully diluted shares and officer exposure of 8.2%.
By comparison, Strategy has an equity plan equal to 2% of fully diluted shares and officer exposure of 0.5%. VanEck rated its structure “Good,” noting its equity reserve is fixed and increases require shareholder approval.

| 19 | Bitcoin reclaims 50-week moving average as analysts eye end of bear market
Bitcoin closed above its 50-week moving average for the first time in more than 10 months, prompting some analysts to suggest the bear market may be ending.
BTC closed the week at $81,159 on Coinbase, above its 50-week moving average of $78,788, according to TradingView. It was the highest weekly close in four months and the first above the indicator since Nov. 9, 2025.
Galaxy Research’s Alex Thorn has described the 50-week moving average as a key ceiling during bear markets. Historically, reclaiming it has often coincided with a confirmed market bottom, although the signal is not infallible.
Collective Shift founder Ben Simpson said a close above the level was the final confirmation he needed to consider the market bullish, noting major rallies followed similar breaks in 2017, 2020 and 2023.
Bitget chief analyst Ryan Lee said the latest move strengthened the case for a recovery, but warned that one weekly close is insufficient. Bitcoin must hold above the average and continue forming higher lows, particularly as previous failed reclaims occurred during difficult macro conditions.
Galaxy noted that two of 13 weekly moves back above the 50-week average were followed by lower lows, both during the 2021–2022 bear market.
Meanwhile, trader Craig Cobb is watching $83,000 rather than the moving average. A break above that level would remove the monthly lower high, while a bullish reversal on the three-month chart could provide further confirmation.
Cobb said this red-to-green pattern has appeared 15 times historically, with 11 cases eventually breaking the first green candle’s high and reaching new all-time highs.
