The U.S. Navy and U.S. Army recently completed an end-to-end flight test of a hypersonic missile from the Pacific Missile Range Facility, Kauai, HI. The test provided data on the end-to-end performance of the Conventional Prompt Strike and Long Range Hypersonic Weapon All Up Round. The test marks a step forward for the CPS and LRHW programs. "This flight test of the common hypersonic missile marks a milestone for our nation in the development of this capability," said Vice Adm. Johnny R. Wolfe Jr, Director, Navy's Strategic Systems Programs, which is the lead designer of the common hypersonic missile. "Through our joint efforts, we are developing new equipment and adopting new defense concepts that will enable the Army to maintain superiority over any potential adversaries," said Lt. Gen. Today you and I will consider the question of the Russian Federation's further steps regarding a unilateral moratorium on the deployment of land-based intermediate-range and shorter-range missiles. As you know, a few years ago the United States withdrew from this Treaty under spurious pretexts and announced that it would produce such missile systems. We announced in 2019 that we will not produce them, these missiles, and we will not deploy them until the United States deploys these systems in some region of the world. Today we know that the United States not only produces these missile systems, but has already brought them to Europe for exercises, to Denmark. More recently, it has been announced that they are in the Philippines. It is not known whether they have taken these missiles out of there or not. In any case, we need to react to this and make decisions about what we should do next on this issue. Apparently, we need to start producing these strike systems and then, based on the actual situation, make decisions on where - if necessary to ensure our security - to deploy them. Therefore, I would ask both the Minister for Foreign Affairs and the Minister of Defense to speak on this topic. Let us begin to work. В условиях продолжающегося кризиса на Украине, когда фактически Украина используется в качестве прокси для противоборства с Россией и нанесения ей, как говорят на Западе, стратегического поражения, диалог по контролю над вооружениями невозможен.
Пока Китай не выйдет на количество боезарядов и носителей, сопоставимое с текущими потенциалами России и США, или не выйдет на определенную логику баланса в средствах средней дальности, у него нет никаких серьезных мотивов для того, чтобы входить в переговорный процесс и идти на ограничения.
Прямое военное столкновение сдерживается прежде всего ядерным фактором.
Не думаю, что в ближайшие годы у нас есть основания для оптимизма. Однако у нас есть повод задуматься, что делать дальше, как вести диалог друг с другом, снижать риски и формировать меры доверия в этой сложной системе координат.

Until China reaches a number of warheads and delivery vehicles comparable to the current potentials of Russia and the United States, or reaches a certain balance logic in medium-range assets, it has no serious motives to enter into a negotiation process and make restrictions.
Direct military confrontation is deterred primarily by the nuclear factor.
I don't think we have any grounds for optimism in the coming years. However, we have a reason to think about what to do next, how to have a dialogue with each other, reduce risks, and form confidence-building measures in this complex system of coordinates.
