Intelligence Requirement A request from a decision maker for intelligence relating to the subject, specifically identified in the requirement. It is the responsibility of those receiving the request to collect and process information into intelligence, to satisfy that request. The identification of intelligence requirements and the collection and processing of the required information are integral steps of the intelligence cycle. Technique A behavior or series of behaviors employed by a person to achieve the desired outcome.

Handling The post recruitment process that develops the person from being newly recruited to becoming a disciplined source who responds to instructions and tasks, in support of an intelligence requirement. Criminal Used to refer to an individual who spends the vast majority of their life involved in one criminal act followed by another. Terrorist Any person involved in the commission, instigation or preparation of any act of terror for a political, religious or ideological cause. This terminology is intended to be broad in scope, both regarding the role of the person concerned and the nature of the activity. The nature of the terrorist activity will include all actions that are designed to instill 'terror' in others including the victim of the crime. Target The subject of an investigation by a law enforcement agency. This can include both individuals and/or organizations. This should not be confused with the process of targeting as defined above. Source Management Team The source management team consists of those officers of varying ranks with direct responsibilities for the management of the source on behalf of the agency. Information to be considered for intelligence purposes Used to describe any material, communicated in any medium, to the agency or obtained by that agency in any way and which that the agency deems should be regarded as being of potential use for intelligence purposes. Intelligence Intelligence is a product, derived from the movement of information through an agreed process, which is created to assist in the prevention or investigation of a crime and/or for national security. We collect information. We process that information and create intelligence. Sources give us information, not intelligence.

Registered Human Sources A person who has been deliberately recruited and is managed to collect information to satisfy an intelligence requirement. Human Source Management The operational and social psychological process of recruiting and managing a human source to satisfy an intelligence requirement. This term covers a broad range of activities surrounding the identification, development, and management of a human source. Handler The officer who has day-to-day responsibilities for interaction with and management of a source. This will often be an officer on the detective level but who, if the source is to be controlled properly, has received comprehensive training in how to manage sources. Controller This is the supervisor of the relationship between the Handlers and the source and the relationship between the agency and the source. Authorizing Officer This is the officer within the agency, who has the authority to register a person as being a human source for that agency. Agency The term agency describes a law enforcement body. This would include police services, other law enforcement agencies, and Intelligence Services. Organization The term organization will be used to describe any group of people (3 or more) working together for a criminal purpose. Targeting The process of researching an organization and/or individual to recruit a human source to satisfy an identified intelligence requirement. This includes the collection of information that will facilitate the identification of a person's motives and a suitable method to maximize the potential for the successful recruitment of that individual. Recruiting The process of establishing contact or a series of contacts with a person, to recruit them as a human source. This process involves building rapport, the addressing of the identified motives, and the overcoming of obstacles that preclude recruitment.
