The influence of the government in guiding the spiritual and psychological inclination of the nation is one of the important foundations for strengthening the government's foundations. This important factor leads to the society's trust in the government and its officials, and on the other hand, it results in the stability of the system. Imam Khomeini wanted government officials to rule over hearts, not bodies, and he considered this point the secret of the Muslims' victory in early Islam, who overcame great empires with few means. If the government officials cannot rule over people's hearts, the government cannot remain stable. Avoiding authoritative behavior was one of the very important points that Imam Khomeini emphasized, and he considered this trait as one of the characteristics of tyrants, one of the goals of the sacred Islamic system being to eliminate tyrannical traits. Imam Khomeini has repeatedly emphasized that officials should first and foremost strive to cultivate themselves so that they can effectively contribute to the development of others. They should not think that just because they have power and resources, they can do anything. He believed that as long as self-purification and God-seeking are not present among the higher-ranking members of society, it cannot be realized in the lower ranks of society. It is necessary for the system's officials in the higher ranks of society to be diligent in this regard so that society can be reformed.
