The image below is the state of play on the eve after the fast on 19th March. It will be the eve after the Saudi followers and Afghans' fast their 30th, and everyone else fasts the 29th.
1. It will be impossible to see the crescent with the naked eye anywhere in Saudi. This is a telltale sign of an error having occurred in the start of the month. In fact, the Hanafis are quite strict on this, as per Shurunbulali:
وإذا تم العدد بشهادة فرد ولم ير هلال الفطر والسماء مصحية لا يحل الفطر
Tahtawi adds to this:
اتفاقا على ما ذكره شمس الأئمة ويعزر ذلك الشاهد كذا في الدرر وفي التجنيس إذا لم ير هلال شوال لا يفطرون حتى يصومون يوما آخر وقال الزيلعي والأشبه أن يقال إن كانت السماء مصحية لا يفطرون لظهور غلطه
Basically, the (false) witness for the beginning of Ramadan should be slapped a few times and paraded on a donkey backwards in his underwear if the moon cannot be seen on a clear eve after the 30th fast. This is because it proves the start of Ramadan was based on an obvious error, if not an outright lie. The state judge/ruler/governor who unwittingly accepted his testimony should order the people to fast a 31st day.
2. Nonetheless, if someone is under an Islamic government or resides in a community where everyone is following Saudi, they would simply follow the government/community. Their fasts and Eid are correct, as per the hadith الصوم يوم تصومون والفطر يوم تفطرون. The sin of issuing and accepting false testimony falls on those who had the power to rectify the error but didn't do so.

a. As for the non-Saudi followers in the UK who lived mixed communities (i.e., with Saudi and non-Saudi mosques), they have a choice - and both are valid choices to follow. The first choice is to follow North America where the expectation is that the crescent will be seen with the naked eye. This is the global sighting view and will mean 29 days of fast, which is a valid and complete lunar month. Ibn Abidin says:
وَإِنْ صَامَ أَهْلُ الْمِصْرِ بِغَيْرِ رُؤْيَةٍ مِنْ غَيْرِ عَدِّ شَعْبَانَ ثَلَاثِينَ، وَفِيهِمْ رَجُلٌ لَمْ يَصُمْ مَعَهُمْ حَتَّى رَأَوْا الْهِلَالَ مِنْ الْغَدِ فَصَامَ أَهْلُ الْمِصْرِ ثَلَاثِينَ وَصَامَ هَذَا الرَّجُلُ تِسْعَةً وَعِشْرِينَ يَوْمًا فَلَيْسَ عَلَيْهِ قَضَاءُ يَوْمٍ
b. The second choice is to remain to local vicinity sighting (either UK or Morocco) view, which might be seen on the same solar day as North America (hence Eid will be the same day as NA), or it might not and Eid will be one day after NA.
