The Medicare Improvement Fund was a slush fund set up by Congress that has done absolutely NOTHING to improve Medicare. It was NEVER intended to improve Medicare by benefiting the American people. Everything that Congress has done in the past, was to benefit the health insurance companies, using taxpayers money (adding to the debt) to funnel to the insurers, who would then launder it back into Congressional campaigns.
