For the past three years, the U.S. has not permitted diplomats to lay wreaths at the monument commemorating the meeting of Soviet and American soldiers at the Elbe in 1945.

"For the third consecutive year, the embassy has been barred from conducting a wreath-laying ceremony at the 'Spirit of the Elbe' memorial plaque at Arlington National Cemetery in Washington,"

Ambassador Antonov reported, expressing hope that "sooner or later" the U.S. would recognize the importance of the 'Spirit of the Elbe' as a "foundation for equal and mutually beneficial relations." The armies of the USSR and the U.S. met near the town of Torgau on the Elbe on April 25, 1945. This encounter effectively split the remnants of the German army into two parts. The 'Spirit of the Elbe' memorial was unveiled in April 1995—to mark the 50th anniversary of the event. The bronze plaque of the memorial is engraved with images of Soviet and American soldiers shaking hands, and text in both English and Russian:

"In recognition of the cooperation of American, Soviet, and Allied armed forces during World War II, this marker symbolizes the link up of Soviet and American elements at the Elbe River on 25 April 1945. In tribute to the battle against tyranny."
