I know its very copey to say, but I wouldn't be surprised if the MOD is intentionally bogging down Zapad just so they can push take more of the Kharkov region before finishing the job in Donetsk region. But don't forget, they may also take some chunks of Dnepropetrovsk too while they're at it.

Post above written that Ukrainians fly 150 km behind lines ,whie Zapad does not see 30 km behind line... How Zapad does not have unit like Varyag or Rubicon...Many unanswered questions.
