در این چارچوب، مجموعاً ۱۳ عنوان شغلی اصلی که برای وضعیت کنونی کشور و نیاز کلیدی سازمانها و شرکتها مبتلابه هستند، استخراج و وظایف، دانش تخصصی و مهارتهای هر یک به طور شفاف تشریح شده است.
