1. Lee Commission 1924
• Formation & Purpose:
a) u/ Sir Alexander Lee to review structure & organization of ICS & other services in British rule to focus on Indianization & admin efficiency
b) 50-50 recruitment ratio for Indians & Europeans by 1939 to promote Indian participation
c) Commission to conduct fair recruitment via exams + improvements in salaries/pensions
Impact: Laid Groundwork for greater Indian rep in civil services, impacted GoI Act 1919
Limitations: Didn't address demands for complete Indianization; criticised for maintaining British dominance in key posts.
2. Federal Public Services Commission (1937)
• Establishment: u/ GoI Act 1935 to oversee recruitment & admin of federal & provincial public services in India
• Key Features: Independent body to conduct examinations, ensure merit-based recruitment for civil services
• Aim: regulate appointments and reduce political interference
• Served as a precursor to modern UPSC post-independence
• Significance: Strengthened framework civil services, ensured continuity in admin recruitment during transition to provincial autonomy
• Challenges: British control = limited scope
