Pre & Mains Notes1. NSA detention: police confession is not enough WHAT HAPPENED: SC quashed preventive detention in the Sambhal violence case; imposed Rs 10 lakh costs on U.P. CORE ISSUE: Prevention cannot become punishment without trial. KEY DETAILS - Evidence: a police confession alone cannot justify NSA detention. - Review: material must support the detaining authority's satisfaction. - Safeguard: protection against self-incrimination also matters. WHY IT MATTERS: Personal liberty versus executive detention. GS Paper II - Polity & Judiciary 2. AFSPA: disturbed areas and special powers WHAT HAPPENED: AFSPA extended in parts of Manipur, Nagaland and Arunachal Pradesh for six months from Oct 1. CORE ISSUE: Security powers versus rights and accountability. KEY DETAILS - Section 3: disturbed-area notification activates special powers. - Powers: force, arrest and search without warrant, subject to legal conditions. - Safeguard: prosecution requires prior Central sanction; J&K has a separate 1990 law. WHY IT MATTERS: Insurgency, civil liberties and Centre-State coordination. GS Paper III - Internal Security / GS Paper II - Governance 3. Glacial lakes: from mapping to early warning WHAT HAPPENED: Uttarakhand began installing a glacial-lake early-warning system at Vasundhara Tal, Chamoli. CORE ISSUE: Sensors must translate into timely downstream warnings. KEY DETAILS - GLOF: sudden release of water from a glacial lake. - Monitoring: water level, weather, snow and movement. - Last mile: reliable communication, alerts and evacuation planning. WHY IT MATTERS: A current example of Himalayan disaster preparedness. GS Paper III - Disaster Management / GS Paper I - Geography

Pre & Mains Notes1. Women's safety: SC takes suo motu charge in NCR WHAT HAPPENED: Taking suo motu cognisance of a spate of sexual assaults on women and minors in Delhi-NCR, the Supreme Court directed Delhi Police to identify vulnerable pockets, step up patrolling and audit lighting/CCTV in public spaces within four weeks. CORE ISSUE: Public spaces - parks, buses, Metro stations - cannot become "zones of high risk" because of administrative deficiencies. KEY DETAILS - Trigger: gang-rape of a 17-year-old in a moving bus that travelled 47 km (Greater Noida to Kashmere Gate) without one police picket; Bench drew "painful parallels with the 2012 Nirbhaya case". - Directions: district teams to survey vulnerable pockets; district-wise vulnerability maps shared across police stations; more evening and early-morning patrolling; lighting and CCTV audit to remove blind spots. - Bench: Justices J.B. Pardiwala and K. Vinod Chandran - "expressing solidarity is not the solution... a measurable response, with responsibility and accountability fixed". WHY IT MATTERS: GS II - judicial directions enforcing executive accountability (Vishaka line); GS I - urban women's safety. GS Paper II - Polity & Judiciary / GS Paper I - Society 2. UPI MDR: SC notice on 0.4% fee on P2M payments WHAT HAPPENED: SC issued notice on a challenge to the NPCI circular allowing 0.4% MDR on UPI person-to-merchant transactions above Rs 2,000 from October 15, which is said to breach the PSS Act, 2007 (Sec 10A). CORE ISSUE: A court-ordered zero-MDR regime reversed through a "circular" - competition and compliance burden on small merchants. KEY DETAILS - Challenge: Sec 10A, Payment and Settlement Systems Act 2007 bars charges for UPI; petitioners argue the levy overturns a 2020 HC/SC position through the back door. - No interim stay - fee applies from October 15 unless the court intervenes. - Caps: MDR capped at Rs 300 per transaction and Rs 75,000 per merchant per month; about 96% of UPI transactions (under Rs 2,000) stay free. WHY IT MATTERS: GS III - digital payments economy and UPI's fiscal sustainability; statutory override vs circular governance. 3. SC Collegium recommends 3 new High Court Chief Justices WHAT HAPPENED: The Supreme Court Collegium recommended Justice Sunita Agarwal (Gujarat), Justice D.K. Upadhyaya (Delhi) and Justice Aparesh Kumar Singh (Telangana) as Chief Justices of High Courts. CORE ISSUE: Collegium appointments, seniority and representation in the higher judiciary. KEY DETAILS - Justice Sunita Agarwal (Allahabad HC) - set to become only the third woman judge from the Allahabad HC to be a Chief Justice. - Justice D.K. Upadhyaya (Allahabad HC) recommended for Delhi HC; Justice Aparesh Kumar Singh (Jharkhand HC) for Telangana HC. - Telangana HC has 37 judges against a sanctioned strength of 38; Himachal CJ Gurmeet Singh Sandhawalia passed over. WHY IT MATTERS: GS II - judicial appointments and Collegium working; women's representation in higher judiciary.

CORE ISSUE: Census accuracy shapes delimitation, welfare targeting and fiscal transfers. KEY DETAILS: • Data of over 32 crore families recorded. • Over 2.6 crore people self-enumerated on the Census portal via mobile. WHY IT MATTERS: UNFCCC politics and COP outcomes are Prelims staples and GS III Mains fodder. GS Paper III – Environment and Climate Change. 3. Missing persons: FIR is a must, says SC WHAT HAPPENED: In G. Ganesh v. State of Tamil Nadu, the Supreme Court said police must register an FIR on any information about a missing person, adult or child. CORE ISSUE: A child-trafficking safeguard versus the agency of adults who leave by choice. KEY DETAILS: • Builds on Bachpan Bachao Andolan (2013): MHA portal, no preliminary enquiry, AHTU after four months. • Section 154 CrPC is now Section 173 BNSS. WHY IT MATTERS: Judicial directions filling legislative gaps; policing and trafficking framework. GS Paper II – Polity and Judiciary.
