Parents' salary alone cannot decide OBC creamy layer: SC WHAT HAPPENED: SC refused to defer its March 11 judgment - creamy layer status of OBC candidates cannot be decided only on parental income; Centre gets 8 more weeks to implement it. CORE ISSUE: A 2004 DoPT letter made parents' PSU/private salary by itself the test, reversing the 1993 order that excluded salary and farm income. CORE ISSUE Welfare delivery needs fraud-resistant identity; the shift links benefit rolls to the electoral roll.
