Based on the current unofficial results Scottsdale’s system is unusual: the primary can actually elect a councilmember outright. The November election is held only for seats left unfilled after the primary. The City’s latest posted totals—updated Wednesday, July 22, 2026, at 10:00 p.m.—match your screenshot. The 2026 majority threshold There are three council seats, and the current total is 161,335 candidate votes. Scottsdale calculates the primary threshold as: 161,335 total votes ÷ 3 seats ÷ 2 = 26,889.17 Rounded upward, a candidate needs: 26,890 votes to be elected in the primary That is why the percentages can be misleading. Because voters may select as many as three candidates, this is not a conventional 50% threshold. For a three-seat race, the threshold is approximately 16.67% of all candidate votes. Scottsdale’s Charter specifies this exact calculation. Apparent result right now Solange Whitehead: 28,228 votes She is currently 1,338 votes above the 26,890 threshold. Therefore, if the present totals hold, Whitehead is elected outright in the primary and does not run again in November. No other candidate currently reaches the threshold. Who would advance to November? With Whitehead filling one seat, two council seats remain open. Scottsdale advances up to twice the number of candidates needed, meaning four candidates advance for the two remaining seats: Michelle Ugenti-Rita — 24,137 Barry Graham — 23,476 Bob Littlefield — 22,012 Raoul Zubia — 21,820 The current cutoff contest is: Raoul Zubia: 21,820 Ethan Knowlden: 21,236 Current difference: 584 votes Therefore, Knowlden is presently the first candidate outside the November field. These results remain unofficial, so outstanding or corrected ballots could still affect both the majority threshold and that fourth-place cutoff. How Scottsdale council elections operate Scottsdale council races are: Nonpartisan Citywide, or at-large Open to all qualified Scottsdale voters regardless of party registration Four-year terms, with three of the six council seats normally elected every two years 1. Primary election The primary is held when there are more than two candidates for each available seat. A candidate who reaches Scottsdale’s calculated majority threshold is elected immediately. The primary can therefore elect: All three candidates One or two candidates No candidates 2. General election A general election is held only for seats that remain vacant. For each remaining seat, up to two unelected primary candidates advance. Thus, with two seats apparently remaining in 2026, four candidates would appear on the November 3, 2026 ballot. Voters would presumably vote for no more than two candidates, and the two candidates receiving the most votes win. There is no majority threshold at the general election. 3. Runoff? Officially, Scottsdale calls November the “General Election,” not a runoff. Functionally, however, it operates much like a runoff or final round because the primary narrows the field and November settles the remaining seats. There is no additional runoff after November. The top two vote-getters for the two remaining seats are elected. In the event of an exact tie, the Charter says the winner is determined by lot.
