Captian Edward Smith was under the impression that this was for an insurace claim for Titanic's sister ship The Olympic which had been badly damaged in two accidents. The ships badging had been swapped and Captain Smith was under the impression that the SS Californian was going to save them.
Whether it was intentional or an accident, the response of the Californian was so slow most Titanic passengers died, especially the millionaires who opposed the Federal Reserve.
