Ms Fennelly, 38, is listed as the ­company’s sole shareholder. ­ However, she and Ms Dwyer are directors of several other ­companies that received more than a combined €33m from State accommodation contracts last year. These firms include Edgewell Unlimited Company, which was incorporated in Ireland 14 months ago but is entirely owned by Bergvon LP Inc, which is registered in the Isle of Man, a tax haven. It is listed as the sole shareholder for three of Ms Fennelly and Ms Dwyer’s companies that were paid €22,721,850 by the Integration department last year. These include Gateway Integration Unlimited Company (€16,830,000), Airways Centre Unlimited Company (€5,474,000) and Arturo Ventures Unlimited Company (€417,850), which received its first payment last November. Gateway was among the top 15 accommodation ­providers in 2023. Last month two of the companies – Kippure Manor-based Seefin Events and Edgewell – received a loan from a financial company controlled by former Anglo Irish Bank executive Tiarnan O’Mahoney, who successfully overturned his conviction for ­conspiring to destroy or falsify bank records. In February, it was revealed how almost half the companies earning the most from lucrative State contracts to provide accommodation for refugees and asylum seekers are fully or majority-owned by entities based abroad. This sparked a furious response from the Dáil spending watchdog, which is investigating the huge State payments to private accommodation providers. The Integration department paid €2.3bn to companies providing accommodation for International Protection applicants and Ukrainian refugees last year. Of the top 26 earners last year – which were paid a combined €545,457,323.80 – 11 are ultimately owned or majority-owned by companies registered outside Ireland. These 11 companies were collectively paid €244,116,442.36. Seven of the top-earning 26 ­providers are firms with unlimited status, which means they can ­conceal the profits they are earning and avoid public scrutiny. Some are linked to complex corporate structures, which can be ultimately traced back to tax havens where companies are able to keep their owners and their financial accounts private. A leading PR firm representing Seefin Events Unlimited this weekend insisted it, and not Tondo ­Limited, is the company to which Wicklow County Council issued the planning warning letters. But documents on the local authority’s website show warning letters have been sent to Mr Coughlan and Mr Christle. The warning letter issued in January was addressed to Tondo Limited. In response to queries, a council spokeswoman confirmed: "Wicklow County Council has an open enforcement file in relation to alleged unauthorised developments on these lands. The council is currently considering all matters to determine the next course of action." A statement issued by Murray Consultants on behalf of Seefin Events said: "Some of these matters precede Seefin Events’ involvement and relate to a period of time that involved a different ownership to the current one. CLLR GERRY O'NEILL "Seefin Events has engaged planning experts to address these matters and is confident they can be resolved to the satisfaction of the council. The council has also raised planning queries in relation to more recent developments, which have been required to modernise facilities on the property. "Seefin Events is in the process of responding to these queries and is confident that it can clarify the matters raised. Since becoming the leaseholder of Kippure Lodge and Holiday Village, Seefin Events has invested significantly in ­renovating facilities on the site to the highest standards. It is envisaged that in time the site will operate as a tourist attraction.’ "At present, the facilities are being used to house International Protection applicants at a time where there is increasing pressure on the country to provide ­emergency accommodation, given the high numbers of people seeking refuge, including those who had to leave Ukraine."
