Em contraste com as enchentes do mundo, as torrentes destruidoras, endurecidas, o salmista fala de "um rio, cujas águas alegram a cidade de Deus" (Salmos 46.4).
A cidade de Deus é a sua Igreja, seu povo, e o rio silencioso que o alimenta e sustenta é a presença de Deus entre seu povo.
Este é o fato decisivo: não a desordem das nações e da natureza, mas o Deus Altíssimo que governa e dirige o curso da história
Ele é Emanuel, Deus conosco, e nos convoca e ordena que deixemos de afligir-nos. Ele declara: "Aquietai-vos e sabei que Eu sou Deus, Sou exaltado entre as nações, sou exaltado na Terra" (v. 10).
O Deus que falou essas palavras tinha apenas um punhado de crentes judeus em todo o mundo daqueles dias, mas declarou veementemente a conversão dos pagãos e sua exaltação em todo o mundo.
Estas coisas estão se realizando agora. Sua promessa é que se cumprirão em seu Reino. Sua garantia e que cada passo está sob Seu Governo providencial e que, em todo o caminho, Ele é o nosso Emanuel, Deus conosco.
Podemos, portanto, cantar com alegria junto com o salmista: "O Senhor dos Exércitos está conosco; o Deus de Jacó é o nosso refúgio" (v. 11).
