Top 25 List – CTCL $/Vote Take the total amount of CTCL grants in a County. This includes aggregating grants to cities in a County. Divide it by the number of votes cast for all parties in the County. These are the top 25 (so far) counties. If I had an army of researchers, I might start pulling the thread on all of these. That would involve going back to IRS 990 and inspecting how the grants were allocated in a County. Some went to the County, some went to cities in the County. Then look at the government entity financial audit reports for fiscal year 2020 top 25. Does the money show up in the audit report? If so, was it spent according to IRS rules? State County $/Vote GA Macon 161.42 TX Webb 35.55 GA Clayton 34.10 GA Douglas 32.22 NM Cibola 31.90 NY New York 27.75 GA DeKalb 25.95 GA Fulton 20.37 PA Dauphin 19.83 NM Grant 19.49 AZ Apache 16.98 TX Dallas 16.40 TX Cameron 16.21 WI Racine 16.00 GA Gwinnett 15.44 GA Cobb 14.37 NJ Passaic 14.28 PA Philadelphia 14.18 NJ Cumberland 13.99 NM McKinley 12.96 AZ Navajo 11.43 NJ Burlington 11.00 GA Chattahoochee 10.91 MI Wayne County 10.45 ME Androsoggin 9.95

Of the 1,807 Counties I have examined as part of The NGO Project so far in 28 states, 687 of them cast less than 10,000 votes in the 2020 Presidential Election. The average ratio of D/R votes for these 687 counties is 0.472. This means the ratio of D to R votes is about 1:2. These are by and large R counties. Is this a good target list of where we can focus the elimination of the use of machines? https://electiondataanalyzer.substack.com/p/do-we-need-machines-to-count-votes?s=w

This is a hand-tally sheet. It’s an official SOS form used for hand counting ballots. You may not know that ALL counties use these EVERY election for some of their ballots. For example damaged ballots, provisional ballots, and certain absentee ballots all get hand tallied. Clerks and their staff know how to use these procedures. These procedures are legal and fully approved by the SOS. When we go to County Commission meetings and ask them to listen to the will of the people and stop using untrustworthy machines to process their elections, we are asking them to do something that is perfectly legal and within their power. The County Commissions are the authority that has to certify elections in their county. It is a violation of their oath of office to certify elections they know are being processed on faulty, vulnerable equipment. The law requires County Commissioners be true to their oath of office, and represent the will of the people. The law never requires anyone be complicit in a crime.
