Dear, in this question, Mr. X is leaving India for a job while Mrs. X is simply accompanying him. She may or may not start business in future and its irrelevant.
Accordingly, second basic condition of sec 6(1) does not apply to Mr. X but applies to Mrs. X
Since stay of Mr. X during OY 2022-23 is less than 182 days, he is non resident for PY 2022-23.
In case of Mrs. X, since her stay during PY 2022-23 is more than 60 days and her stay in preceding 4 PYs exceeds 365 days, she is Resident. Also, she satisfied both Additional conditions of Sec 6(6)(a), so she is RoR.

Dear, answer will be (A). See, if Assessee is engaged in business of letting out house property, rental income is taxable under PGBP.
However, where Assessee is engaged in sale/purchase of house property and holds HP as stock in trade, he may earn rental income from HP which not yet sold.
