The attack on the refinery was confirmed by the local governor, though he did not specify the extent of the damage. Emergency services are working at the site. Locals reported hearing explosions at the refinery, and a fire is currently raging.
The Syzran oil refinery is owned by Rosneft and has a processing capacity of 8.9 million tons of oil per year.

President of Turkey Recep Erdoğan stated that Ankara continues to support Ukraine’s sovereignty and territorial integrity amid discussions about potential “peace” negotiations.

The Crown Prince of Saudi Arabia wanted Zelensky to attend the negotiations, but Russia and the US insisted on meeting without Ukraine.
According to Bloomberg, Mohammed bin Salman wants to inform Zelensky about the kingdom’s role in organizing the talks and his discussions with Russian and American officials.
Zelensky was scheduled to travel to Saudi Arabia on February 19, but today postponed his visit until March, the outlet reports.
French President Emmanuel Macron has called a second emergency EU leaders' meeting in just three days to discuss Ukraine and European security - Reuters.
Countries invited include Norway, Canada, the Baltic states, the Czech Republic, Greece, Finland, Romania, Sweden, and Belgium.
Yesterday, the Czech Republic, Romania, and Slovenia expressed frustration for not being invited to the first meeting. Now, Slovenia is notably absent from the new list released by the agency.
