Prices and inventory fluctuate too much at bullion dealers to make that realistic, but it's a great idea. Honestly the best way is to find some good dealers in your country and buy regular amounts from them just like you're thinking, but manually reviewing their inventory to select specific items you like.

Absolutely, it's nothing but a complete scam, no matter what figure is printed on those worthless shreds of papers. The toilet paper mention funnily reminds me of what my grandfather told me as a kid about "the old times" when he was young (Hyperinflation times) in Germany, when the kids played with wheelbarrows full of completely worthless money bundles, papering the walls with them, burning it in the oven for warmth or literally use them for their big businesses on the toilet. At the end, there even were x billion Reichsmark banknotes (mind you, billion in German equals trillion in English).
