NEW: Kentucky Gov. Andy Beshear has a message for Sen. Mitch McConnell: Explain your prolonged absence from the Senate and provide an update on your health, or resign:
“I am addressing this letter to Senator McConnell under the assumption that he is capable of reading and responding verbally, and not incapacitated by means of consciousness or cognition. If the Senator is unable to respond for either of those or other conditions, consider this letter a demand for his Senate staff to be honest and transparent with the people of Kentucky,” Beshear writes in the letter, written on state government letterhead and obtained by CNN.
“As Governor of the state you serve, I am calling on you to directly and verbally address the people of Kentucky and provide proof of your capacity to serve, or resign,” he continued.

German authorities are still searching for a man accused of yesterday’s van attack near Berlin’s Pride festival, which killed one person and injured many others before he allegedly attacked more people with a machete in what officials believe was an Islamist terror attack.
Authorities issued a wanted notice for Abdul Ballout, a German citizen of Lebanese descent, warning that he may be armed and dangerous. Officials said he is a “radicalized” member of “Islamist circles” in Berlin. He had previously been sentenced to one year and 10 months in prison, though authorities did not say what the conviction was for.
“Everything we see here points to us dealing with an Islamic terror attack,” Interior Minister Alexander Dobrindt said.
