There are also concerns about this Act like :
1) Role of various ministeries like tussle between Min of Power and MOEFCC, which one is apt?
2) Question of market regulator for carbon trading
3)No specification of interchangeability of carbon certificates
5) Centre Vs State issues in implememting things; and many more issues,too, which are unaddressed in this Act

✅️ The Act empowers the Central Govt. to specify various things....read that sentence carefully......
Mark here that electricity is in concurrent list so, both centre and state govt can have a control on it ✅️
