Pouring too much water is like trying to develop the economy very quickly. Strong roots are the stable institutions and social harmony needed to support democracy. If India tried to grow too fast (like overwatering the tree), its democratic institutions might not be able to handle the pressure, leading to instability. By growing slowly, India could ensure that its “roots” (institutions and social foundations) were strong enough to support long-term development and stability.
