fix: repair build-manager.yml — invalid YAML broke the CI run
The multi-line caption string ended its YAML block scalar at column 0,
so the workflow failed to parse (0s startup failure) and release.yml
(which workflow_calls it) also failed. Rebuild the caption with printf.
