በመጨረሻም የተማሪዎች ህብረት ሰብሳቢ ተማሪ ቲጃን ኸሊል ተማሪዎች በዩኒቨርሲቲ ቆይታቸው ስኬታማ እንዲሆኑ በመማር-ማስተማር ሂደቱ ሊደረጉ ስለሚገባቸው ድጋፎችና ትብብሮች ማብራሪያ ሰጥተዋል።   Finally, Student Tijan Khelil, Chairperson of the Student Union, elaborated on the necessary support systems and collaboration required during the teaching-learning process to help students achieve success during their university stay.

በመቀጠልም የተለያዩ የዩኒቨርሲቲው የሥራ ኃላፊዎች ለተማሪዎቹ ገለጻ አድርገዋል፦   የሬጅስትራር ዳይሬክተር ዶ/ር ዮናታን ሙሉሸዋ፦ የዲጂታል አሰራርን፣ የትምህርት ፕሮግራሞችን እና የመማር-ማስተማር ሂደቶችን በተመለከተ፤   የተማሪዎች አገልግሎት ዲን ዶክተር አብዱላዚዝ ሙሰማ፦ በዩኒቨርሲቲው የሚሰጡ የተማሪዎች አገልግሎቶችንና ተማሪዎች ሊከተሏቸው የሚገቡ አጠቃላይ ደንብና ሥነ-ሥርዓቶችን አስመልክተው፤ Following the President's address, several key university officials presented detailed briefings to the students: Dr. Yonatan Mulushewa (Registrar Director): On digital workflows, academic programs, and the teaching-learning process. Dr. Abdulaziz Musesma (Dean of Student Services): On student support services and general campus rules and regulations.

During the event, the University President, Dr. Abdelmuhsen Hassan, delivered a welcome address to the incoming students. In his message, the President emphasized that:   Education is the key driver for Ethiopia to become competitive with developed nations. The core mission of universities is to nurture a generation equipped with advanced knowledge, skills, research, innovation capacity, and ethical values. Students should strive for excellence, assuring them that the university has made all necessary preparations to support their success.

According to the lead researcher, Lecturer Woldemariam Kenenisa, the findings aim to empower stakeholders involved in property transactions to better understand existing legal provisions, identify practical challenges, and adhere to sound legal procedures.   Furthermore, the study presents actionable solutions to address legal, policy, administrative, and awareness gaps, thereby curbing instances of breach of trust and illegal transactions. It provides a foundation for relevant authorities to review current practices, recognize existing legislative shortcomings, and contribute valuable insights toward comprehensive policy and legal frameworks.   Lecturer Woldemariam emphasized that establishing a transparent and legal framework will substantially mitigate these challenges. Highlighting the critical role of legal experts and awareness-creation initiatives, he concluded that amending relevant proclamations is imperative to streamline operations and bridge existing legal lacunae.

📌 Challenges and Strategic Solutions in the Transfer of Immovable Properties Built on Rural LandBy Lecturer Woldemariam Kenenisa   📍 Wednesday, October 21, 2026 | Wolkite University    📌📍   A study conducted in 2025 at the Wolkite University School of Law has revealed significant legal gaps, operational inconsistencies, and complex challenges surrounding the transfer of houses and other immovable properties constructed on rural land in Ethiopia.   Focusing on the Gurage Zone, the study identified critical bottlenecks that challenge government authorities, buyers, and sellers during property transfers, while offering key strategic solutions. Specifically, by examining the legal loopholes and execution disparities in transferring rural immovable properties via sale and donation, the research outlines essential measures required to resolve these issues. This study serves as a vital input for pinpointing legal and policy shortcomings, driving necessary reforms, and establishing operational clarity.

ይህም የሚመለከታቸው አካላት ቀደም ሲል ይከተሏቸው የነበሩትን አሠራሮች እንዲፈትሹ፣ ያሉትን የሕግ ክፍተቶች እንዲገነዘቡና ለተሻለ የሕግና የፖሊሲ ማሻሻያ አስፈላጊውን ግብዓት እንዲያቀርቡ ያስችላቸዋል።   ተመራማሪው በጥናታቸው እንደጠቆሙት ግልጽ የሆነ (የፖሊሲ፥ ህግ እና የአሰራር መመርያ መኖር ሕጋዊ አሠራር በመፍጠር ችግሩን በከፍተኛ ደረጃ ያቀልለዋል።     በተለይም በማይንቀሰቀቀስ ንብረት ማስተላለፍ ዙርያ ያሉ አካላትን እና ባለሞያዎችን ግንዛቤ ማሳደግ አሰራሩን ለማሻሻልእና ችግሩን ለመቅረፍ ሚናው የጎላ መሆኑን የጠቆሙት መምህር ወልደ ማርያም፣ አሠራሩን ለማሻሻልና እንደ ክፍተት የተስተዋሉ ጉዳዮችን ለመቅረፍ አግባብነት ያላቸውን ህግና መመርያዎችን በበቂ ሁኔታ ማውጣት እንደሚገባ መፍትሔ አመላክተዋል።

📌በገጠር መሬት ላይ የተገነቡ የማይንቀሳቀሱ ንብረቶችን በማስተላለፍ ሂደት የሚያጋጥሙ ተግዳሮቶችና የመፍትሔ አቅጣጫዎች፦ በመምህር ወልደማሪያም ቀነኒሳ   📍ረቡዕ፣ ጥቅምት 11 ቀን 2019 ዓ.ም | ወልቂጤ ዩኒቨርሲቲ    📌📍   በወልቂጤ ዩኒቨርሲቲ የሕግ ትምህርት ቤት በ2017 ዓ.ም. የተካሄደ ጥናት፣ በኢትዮጵያ በገጠር መሬት ላይ የተገነቡ ቤቶችንና ሌሎች የማይንቀሳቀሱ ንብረቶችን በማስተላለፍ ሂደት የሚያጋጥሙ የሕግ ክፍተቶችን፣ የአሠራር ልዩነቶችንና ውስብስብ ችግሮችን አመላከተ።   ጥናቱ በጉራጌ ዞን ላይ ያተኮረ ሲሆን፣ በንብረት ማስተላለፍ ሂደት መንግሥትን፣ ገዢዎችንና ሻጮችን የሚፈትኑ ተግዳሮቶችን በመለየት ለመፍትሔ የሚያግዙ ሐሳቦችን አቅርቧል።     በተለይም በገጠር መሬት ላይ የተገነቡ ቤቶችን በሽያጭና በስጦታ የማስተላለፍ ሂደት የሚታዩ የሕግ ክፍተቶችንና የአፈጻጸም ልዩነቶችን በመፈተሽ፣ ችግሮቹ እንዲፈቱ ሊወሰዱ የሚገቡ እርምጃዎችን ጠቁሟል።     ይህም የሕግና የፖሊሲ ክፍተቶችን ለመለየት፣ አስፈላጊውን ማሻሻያ ለማድረግና በጉዳዩ ላይ የግንዛቤ ግልጽነት ለመፍጠር ጠቃሚ ግብዓት ሆኗል። የጥናቱ ተመራማሪ መምህር ወልደ ማርያም ቀነኒሳ እንደገለጹት፤ በጥናቱ የተገኙት ውጤቶች በንብረት ማስተላለፍ ሂደት የሚሳተፉ አካላት ያሉትን የሕግ ድንጋጌዎችና አሠራሮች በትክክል እንዲረዱ፣ በተግባር የሚያጋጥሙ  ችግሮችን እንዲለዩና ተገቢውን ሕጋዊ አሠራር እንዲከተሉ የሚያግዙ ናቸው። በተጨማሪም የጥናቱ ውጤት በገጠር መሬት ላይ ያሉ ንብረቶችን ማስተላለፍ ላይ የሚፈጠሩ የሕግ፣ የፖሊሲ፣ የአሠራር እና የግንዛቤ ክፍተቶችን የሚፈታና ከጉዳዩ ጋር ተያይዘው የሚመጡ የመከዳዳትና የህገ-ወጥነት ችግሮችን የሚቀርፍ መፍትሔ አመላክቷል።

He was an exemplary employee of our university, recognized for his diligence, integrity, and exceptional work ethic, making him a role model for others.   During this time of profound grief, Wolkite University extends its deepest condolences to the family, lifelong friends, and colleagues of the late Mr. Tesfaye Wolde, and wishes them comfort and strength.
