1. Bouncer Questions (10M)
If you encounter a weird/unfamiliar question and have no clear idea what to write, don’t panic or waste excessive time on it. First, map the remaining questions to the syllabus and identify the units/topics that have not been asked in the paper. Then make an intelligent inference about which part of the syllabus the bouncer may be targeting and write whatever relevant knowledge you can recall from that syllabus topic. Attempt strategically rather than leaving it blank.
2. If One Paper Is Difficult, Don’t Fumble
If one paper feels unusually difficult, stay composed and don’t let it affect your performance. UPSC has often produced a relative variation in difficulty across the two papers of an optional—one may be significantly tougher while the other is comparatively manageable. A difficult paper is difficult for everyone. Maintain clarity of thought even if you cant give a ton of thinkers and don’t give in until your second paper is over. It’s not really over until it’s over.
I’m pretty sure everyone already knows the usual lineup—drink water, stay calm, manage your time, etc. So I won’t repeat those.

| 8 | Case Study: Supreme Court on Muslim Polygamy (PAPER-I)
The Supreme Court has sought the Union Government's response to a PIL seeking abolition of polygamy among Muslims, with petitioners challenging Section 2 of the Muslim Personal Law (Shariat) Application Act, 1937, which permits up to four wives, as allegedly inconsistent with Articles 14, 15 and 16.
NFHS-5 (2019–21) recorded polygamy among Christians (2.1%), Muslims (1.9%) and Hindus (1.3%), showing that the practice cuts across religious communities.
💍Polygyny — 2.3 Types of Marriage
The case illustrates the tension between cultural/religious sanction and contemporary legal regulation. Uttarakhand's UCC bans bigamy and polygamy, though Scheduled Tribes are exempted, demonstrating variation in the legal regulation of marriage.
🖼 Gender & Power — 2.3 Feminist Critique of Marriage
The PIL seeks abolition on grounds of gender equality, while petitioners have sought protection of the first wife and children. It therefore enables a feminist reading of polygyny as a site where marital rights, power and gender inequality intersect.
🧑⚖️ Judicial Transformation — 2.3 Contemporary Changes in Marriage
In Javed (2003), the Supreme Court held that although Muslim Personal Law permits multiple wives, polygamy is not an essential religious practice protected under Article 25. Shayara Bano (2017) invalidated instant triple talaq while leaving polygamy and nikah halala open for future adjudication.
📖 Conversion & Bigamy — 2.3 Marriage Regulations / Contemporary Changes
Sarla Mudgal (1995) and Lily Thomas (2000) held that a non-Muslim husband cannot convert to Islam merely to evade bigamy restrictions and contract another marriage. Bhaurao Shankar Lokhande (1965) established that conviction for bigamy requires the second marriage to have been validly solemnised with the requisite ceremonies.
⚖️ Contemporary Legal Framework — 2.3 Marriage Regulations
Under Section 82 of the BNS, 2023, bigamy is a criminal offence for those to whom the provision applies, punishable by up to 7 years' imprisonment. The differential legal treatment of communities, alongside the UCC debate, illustrates the continuing negotiation between personal law, constitutional equality and uniform regulation of marriage.
The case demonstrates that marriage is culturally variable but continually transformed by law, gender norms and social change. Polygyny can therefore be examined simultaneously as a form of marriage (Murdock), a system of social relations, and a site of gendered power and contemporary legal transformation.

| 9 | Case Study: Ken–Betwa River-Linking Project — Adivasi Resistance (Paper-II)
The Ken–Betwa River-Linking Project (2021) involves a 231-km canal transferring water from the Ken to Betwa for irrigation and drinking water. It will submerge 10 villages, while another 12 villages face displacement around the Panna Tiger Reserve, affecting about 22 villages in Panna–Chhatarpur. Daudhan (~700 people) and Narauli (~300, largely Gond) are among the affected settlements.
👥 Socio-cultural impact — 6.3 Tribal Displacement / 7.2 Social Change
For forest-dependent communities, displacement means loss of farmland, forests, river access and village-based social networks. Narauli residents depend on mahua, charwa, tendu and other forest produce, while villagers describe the Ken, forest and village as their janam bhoomi. Thus, displacement threatens livelihood, cultural attachment and community identity, illustrating Julian Steward's cultural ecology.
🎁 Rehabilitation — 6.3 Rehabilitation
Affected persons aged 18+ in February 2024 were eligible for ₹12.5 lakh compensation + ₹5 lakh per acre of acquired land. However, many Adivasi families reportedly lack patta land, limiting access to compensation. Their demand for land-for-land and village-for-village rehabilitation shows that cash cannot replace common resources and social life. → Cernea's IRR model: landlessness, loss of common property and social disarticulation.
😭 Social disruption — 6.3 Tribal Displacement / Rehabilitation
Villagers fear that relocation will separate them from established community networks, ancestral homes and familiar landscapes. Hence, they demand collective rather than fragmented resettlement, illustrating Scudder–Colson's stress-and-settlement model, where displacement involves psychological stress and difficulty in reconstructing community life.
🪵 Ecological impact — 6.3 Developmental Projects
A 2017 Forest Advisory Committee assessment estimated ~23 lakh trees would be felled. For communities dependent on forest produce, ecological destruction simultaneously produces livelihood insecurity and cultural disruption. → Roy Rappaport: subsistence, social organisation and ecological systems are interlinked.

Chita Aandolan
, a symbolic pyre protest, saw significant participation by Adivasi women. Villagers also mobilised collectively against the project, demanding land, forest, water and participatory rehabilitation. The case therefore shows how resource alienation and displacement can generate tribal mobilisation and resistance.
