Why Did Allah Call Himself the Lord of Makkah Although He is the Lord of All Cities and the Whole Creation?
{ إِنَّمَاۤ أُمِرۡتُ أَنۡ أَعۡبُدَ رَبَّ هَـٰذِهِ ٱلۡبَلۡدَةِ ٱلَّذِی حَرَّمَهَا وَلَهُۥ كُلُّ شَیۡءࣲۖ وَأُمِرۡتُ أَنۡ أَكُونَ مِنَ ٱلۡمُسۡلِمِینَ }
"[Say, O Muḥammad], I have only been commanded to worship the Lord of this city (i.e., Makkah), who made it sacred and to whom [belongs] all things. And I am commanded to be of the Muslims."
[Sūrah an-Naml (27): 91]
The Imam of the scholars of tafseer, ibn Jareer at-Tabari رحمه الله said:
And His saying: "and to Him belongs everything" means: all things belong to the Lord of this city as His possession, so it is Him alone that I have been commanded to worship, not one who possesses nothing.
He جل ثناؤه said "the Lord of this city, who has made it sacred," singling it out in mention as opposed to all other cities, though He is the Lord of all cities, because He intended to make it known to the polytheists among the people of the Messenger of Allah ﷺ, who are the people of Mecca, His favor upon them and His kindness to them - that the One they should worship is the One who made their city sacred, and protected its people from harm, while people devour and kill one another in all other lands - not one who has shown them no favor and has no power to benefit or harm them.
And His saying: "and I have been commanded to be among the Muslims" means: my Lord commanded me to submit my face to Him in sincere devotion, so that I be from the Muslims who followed the religion of His close friend Ibrahim, your forefather, O polytheists, not one who opposed the religion of his rightly-guided forefather and followed the religion of Iblis, the enemy of Allah.
