✴ खुशाल तलकसी शाह (के.टी. शाह) 🔹खुशाल तलकसी शाह बिहार से संविधान सभा के सदस्य थे। 🔹वे मौलिक अधिकारों पर सलाहकार समिति और उप-समिति के सदस्य थे। 🔹उन्होंने संविधान में "धर्मनिरपेक्ष" शब्द को शामिल करने का जोरदार प्रस्ताव रखा, लेकिन असफल रहे। उन्होंने संविधान में "संघीय" और "समाजवादी" शब्दों को शामिल करने का भी प्रस्ताव रखा, जिसे प्रारूप समिति ने अस्वीकार कर दिया। 🔹बाद में, 42वें संविधान संशोधन अधिनियम, 1976 ने संविधान की प्रस्तावना में "धर्मनिरपेक्ष" और "समाजवादी" शब्द जोड़े। 🔹उन्होंने न्यायपालिका की स्वतंत्रता के लिए, सेवानिवृत्ति के बाद किसी भी कार्यकारी कार्यालय में न्यायाधीश के रोजगार के खिलाफ एक संवैधानिक निषेध का भी सुझाव दिया। 🔹संविधान पर बहस के दौरान, उन्होंने प्रसिद्ध रूप से कहा "राज्य नीति के निर्देशक सिद्धांत एक चेक है जिसका भुगतान बैंक की सुविधानुसार किया जाता है"। वह राज्य नीति के निर्देशक सिद्धांतों (डीपीएसपी) के आलोचक थे। 🔹वह सरकार की राष्ट्रपति प्रणाली को अपनाने के पक्ष में थे। 🔹वह भारत के पहले राष्ट्रपति चुनाव में डॉ. राजेंद्र प्रसाद के खिलाफ मुख्य दावेदार थे, जिन्होंने 15.3% वोट हासिल किए थे।

✴ Khushal Talaksi Shah (K.T. Shah) 🔹Khushal Talaksi Shah was a member of Constituent Assembly from Bihar. 🔹He was a member of Advisory Committee and Sub-Committee on Fundamental Rights. 🔹He strongly proposed to include the word "Secular" in the Constitution but failed. He also proposed to include the words "Federal" and "Socialist" in the Constitution, which were rejected by Drafting Committee. 🔹Later, the 42nd Constitutional Amendment Act, 1976, added the words "Secular" and "Socialist" in the Preamble of the Constitution. 🔹He also suggested a Constitutional prohibition against a judge's employment in any executive office after retirement, for independence of judiciary. 🔹During debates on Constitution, he famously said “The Directive Principles of State Policy is a cheque that is paid at the convenience of the bank”. He was a critique of the The Directive Principles of State Policy (DPSP). 🔹He was in favor of the adoption of Presidential system of government. 🔹He was the main contender against Dr. Rajendra Prasad in the first presidential election of India, securing 15.3% of votes.
