By tackling a broad range of topics, the framework aimed to build trust and make incremental progress in areas where agreement might be more feasible, while simultaneously working on more contentious issues. ### Historical Context: The Vajpayee administration, especially during the late 1990s and early 2000s, made significant efforts to improve relations with Pakistan. This included the Lahore Summit in 1999 and the Agra Summit in 2001. Despite various setbacks, including the Kargil War in 1999 and the attack on the Indian Parliament in 2001, Vajpayee's approach laid the groundwork for future dialogues and peace initiatives. The "2+6" framework is remembered as a balanced and pragmatic approach to addressing the complex and multi-faceted nature of Indo-Pak relations.
