Why sudden surge in terrorist attack in the relatively peaceful JAMMU REGION ? kashmir Valley is heavily guarded,while troops are being relocated from the southern Pir Panjal(Jammu region )range to Ladakh(china standoff) creating a security void in the region . The use of advanced tactics by terrorist such as tunnelling beneath border fences, and technologies such as iridium satellite phones points towards more lethal technological deployment by militant posing additional challenges. Dependence on technology for intelligence gathering resulting in reduced ground connect and actionable intelligence to preempt such attacks . Attacks westwards of Jammu in the Kathua-Samba region -- these areas comes under army southern command which doesn't undetake counter insurgency operation (specialisations issues ). Mushrooming of new terrorist outfits like "The Resistance Front "'Kashmir Tigers"(evidence of strategic shift in their modus operandi ) Terrorists and their backers are also trying hard to stop assembly elections due in September,and ensuing violence is a ploy to achieve the same. After two decades a large quantity of troops will be deployed in Rajouri,poonch and Doda areas along with required vehicles and weapons, which used to have very limited numbers of jawans. 50 locations have been identified for the domination. Robust security presence across all identified locations within these districts. Well-coordinated security grid designed to cover equal distances between each of these locations. Central Reserve Police Force  will lead with huge numbers of troops deployed on the ground with RR and BSF. This decision is yet to be finalized by the government.
