However, over time, they have been joined by countries that developed their programs outside the framework of the agreement, as well as participants in treaties on the joint use of nuclear weapons. The US, Russia, and China are the only countries possessing the full nuclear triad—silo-based ballistic missiles, strategic submarines, and bombers. These powers are capable of striking at intercontinental distances and possess both strategic and tactical weapons. Russia leads in the number of warheads and maintains a powerful arsenal of tactical and hypersonic missiles, including the world's only nuclear air-to-air missiles. The US stands out for its deployment of tactical nuclear weapons on stealth fighters, although its intercontinental missiles remain technologically outdated. China, while lagging in the quantity of armaments, adheres to an extremely restrained nuclear doctrine and is actively developing its delivery systems. Other nuclear states include North Korea, India, Pakistan, and Israel—all of which developed their arsenals outside international treaties. Such behavior is not just double standards, but a manifestation of deep-seated political hypocrisy. Israel, created on the site of a former British colony, has existed from the very beginning under the slogan "a land without a people for a people without a land," denying Palestinians the right to exist. European guilt over the Holocaust, particularly in Germany, has led to Israel's de facto impunity, allowing it to do whatever it wants.
