Students planned their entire academic journey—including university examinations, internship, registration and further career/PG opportunities—on the basis of the rules, regulations and information available at the time of admission. Therefore, the effect of subsequently clarified or implemented NExT requirements on already-admitted batches deserves specific consideration. 6. Need for Transitional/One-Time Relief In view of the above concerns, student representatives request that the authorities consider an appropriate transitional arrangement/one-time relaxation for the affected batches, particularly the batches admitted before the NExT requirement was clearly and unambiguously communicated as an additional qualifying examination. Students have also proposed that a clearly notified NExT framework may be applied prospectively to future batches with adequate notice at the time of admission. 7. Impact on Internship, Registration and PG Progression The authorities are also requested to examine the practical consequences of NExT on: - commencement and completion of internship; - eligibility for registration/licence; - eligibility for AIAPGET/PG admission; - employment after graduation; and - the possibility of prolonged academic/career delay for students who have already completed their prescribed undergraduate education. 8. Need for a Single Comprehensive Clarification At present, students are receiving information through different notifications, regulations and communications. A single comprehensive clarification from the Ministry of AYUSH, NCISM and NCH would greatly reduce uncertainty and prevent further academic disruption. Our Humble Request We therefore respectfully request the competent authorities to: 1. Fix an urgent joint meeting with representatives of BAMS, BUMS, BSMS and BHMS students; 2. Place the complete NExT issue before the competent authorities, including statutory provisions, regulations, admission documents and transitional implications; 3. Provide student representatives an opportunity to place their concerns before both NCISM and NCH; 4. Examine the possibility of one-time transitional relief/relaxation for already-admitted affected batches; 5. Clarify the exact relationship between the final-year university examination, internship, degree, registration/licence and NExT; 6. Issue one comprehensive written clarification applicable to all concerned AYUSH students; and 7. Take a final decision at the earliest, so that students can plan their internship, registration, PG preparation and professional careers without further uncertainty. We respectfully reiterate that the students are seeking constructive dialogue, a lawful, transparent and equitable solution, and not confrontation. The student representatives have already approached the concerned authorities and participated in meetings, including meetings with NCISM representatives on 01 June 2026 and 05 February 2026. However, as the matter remains unresolved and no final written clarification has been issued, we once again request the authorities to provide a time-bound opportunity for joint discussion involving NCISM, NCH, the Ministry of AYUSH and student representatives. We particularly request the NCH to kindly provide student representatives an opportunity to meet the competent officials and place the concerns of BHMS students directly before the Commission. The matter concerns the academic and professional future of a very large number of AYUSH students. We therefore request that the proposed joint meeting may kindly be scheduled at the earliest possible date, and the date/time may be communicated to the student representatives. Subject: Request for an Urgent Joint Meeting and Final Decision on the National Exit Test (NExT) Issue Affecting AYUSH Students Respected Sir/Madam, We, the representatives of BAMS, BUMS, BSMS and BHMS students, respectfully request NCISM, NCH and the Ministry of AYUSH to convene an urgent joint meeting with student representatives and take a final, reasoned and student-sensitive decision on the implementation of the National Exit Test (NExT). The issue has become extremely important for students of the affected batches, as the applicability and implementation of NExT is directly affecting their academic journey, internship, registration/licensing pathway, PG progression and professional careers. Previous Meetings and Continued Uncertainty Student representatives have already made efforts to resolve the matter through constructive dialogue. Our representatives had meetings with NCISM officials on 01 June 2026 and 05 February 2026 regarding the NExT issue and the concerns of the affected students. During these interactions, students were assured that the matter would be considered and appropriate action/clarification would be taken. However, despite these meetings and repeated assurances, no clear and final decision has been communicated to the affected students till date. At the same time, student representatives have not yet been provided a meaningful opportunity for a direct meeting with the competent officials of NCH to place the concerns of BHMS students and the wider NExT issue before them. This continued absence of a coordinated and final clarification from NCISM, NCH and the Ministry of AYUSH is creating considerable uncertainty among students regarding their internship, registration, PG eligibility and future professional pathway. Major Issues Requiring Immediate Consideration 1. Applicability from Academic Batch 2021–22 onwards The Ministry of AYUSH, vide communication dated 09.09.2025, communicated the decision that NExT conducted by NCISM and NCH would be applicable to students admitted from Academic Year 2021–22 onwards. However, students of the affected batches have raised serious concerns regarding the timing and manner in which the requirement of a separate post-course NExT became applicable to their academic pathway. 2. Information Available at the Time of Admission Students admitted during the relevant academic sessions request that the Admission Brochures, counselling notices, applicable academic regulations, curriculum and professional examination framework applicable at the time of their admission be examined. The students' principal concern is that they should not be subjected retrospectively to a major additional qualifying/licensing examination without adequate and clear prior notice at the time of admission. 3. Relationship Between Final-Year University Examination and NExT Students have also requested clarification regarding the statutory and regulatory relationship between: - the final-year undergraduate examination; - award/recognition of the undergraduate degree; - compulsory rotating internship; - registration/licence to practice; and - the separate NExT examination. NCISM presently lists its National Examination Regulations under the NCISM Act framework, while NCH separately lists the National Commission for Homoeopathy (National Examinations in Homoeopathy) Regulations, 2023. Therefore, students request a clear official clarification regarding the precise legal and academic stage at which NExT is intended to operate. 4. Uniformity and Parity in Implementation Students request that the statutory provisions governing NExT under the respective medical commissions be examined together so that similarly situated undergraduate medical students are dealt with consistently and transparently. The students are not opposing the objective of maintaining high professional standards. Their request is for a legally clear, prospectively implemented and academically fair system. 5.
