"Afrikaans exodus" up to half million learners from schools from BELA education bill says Prof Professor of Education Law Marius Smit says the BELA education bill will lead to a repeat of 1976. Up to half a million Afrikaans learners may leave public schools for private and home education. Churches will start up schools. These public schools will lose the school fees these learners currently pay. There have been 12 cases of language policy disputes in schools. In all of these the Head of Department failed to consult. The law says there should be a partnership between the state and school, but often there hasn't been one. We say it should be for parents and not the state to decide on how children are taught today at schools including religion, language and code of conduct. Breaking: High court hands DA a humiliating defeat on cadre deployment Court says DA’s cadre deployment case was ‘built on speculation’ ✤ DA says it will apply for leave to appeal against Pretoria High Court’s decision Dismissing the DA plea to declare the ANC’s cadre deployment policy unconstitutional, Pretoria’s high court lashed out at the official opposition party for coming to court with a case “built on speculation and conjecture”. In the 40-page judgment, Gauteng High Court deputy judge-president Aubrey Phago Ledwaba said that the ANC, like any other political party, “is entitled to influence government decisions, including the appointment of senior staff to public administration, as long as the bright line between state and party is observed”... ANC spokesperson Mahlengi Bhengu says the party will continue to practice cadre deployment. This was after the High Court in Pretoria dismissed the DA’s application to have the policy declared unconstitutional. EVERY SOUTH AFRICAN WORKER WILL PAY A TAX OF R18,780 PER YEAR TO FUND NHI Implementing the National Health Insurance (NHI) Bill would require over R200 billion in funding on top of the Department of Health’s annual budget. It translates into a tax of R1,565 per month for every worker in South Africa. This is feedback from FTI Consulting, which outlined the NHI’s potential cost and how it could be funded. As South Africans wait for President Cyril Ramaphosa to sign the NHI Bill into law, finance experts have warned that the scheme is not economically viable as it requires substantial funding sources.

“While everybody agrees that the country’s healthcare system requires reform and that this should provide access to universal health coverage, the NHI Bill, in its current form, is not economically viable for South Africa,”

FTI said.

“The Department of Health, in its 2017 White Paper on the NHI and the NHI Bill, has flagged sources such as VAT, personal income tax and payroll taxes for raising additional funding.”

Influential Stakeholders Driving the National Health Insurance (NHI) in South Africa There are vested interests behind implementing the National Health Insurance (NHI) scheme in South Africa, which aims to use it to capture parts of the state and drain government resources. This is feedback from Wits School of Governance Professor Alex van den Heever, who told Newzroom Afrika that the NHI is a threat to both the public and private healthcare systems.

“It is extremely controversial and potentially very prejudicial to the health system as a whole, both the public sector and private sector,”

he said.

“The Bill has not been amended despite multiple submissions showing several flaws. And so, it is likely to face strong legal challenges if it is signed.”
