Think about an Independent Audit Report. The auditor gives an opinion based on certain standards and requirements, such as SAs, applicable law eg. Companies Act.
Similarly, in SAE 3402, the report is evaluated based on certain rules or benchmarks. These rules/benchmarks are called “Criteria.”
