The Bank for International Settlements is "the central bank of central banks" that provides feudal oversight to central banks around the world. Located in Basel, Switzerland legally it is it's own country as if it's the Vatican. The Basel Committee for Banking Supervision issues the Basel Accord. This dictates how much banks are able to lend under a risk weighted system. Basel dictates risk weighting for different types of collateral, real estate being a medium risk and businesses being considered very risky. The less risk they hold the more money banks can create to lend, the more profit they can make. In the past smaller bank branches would know their community, would be more involved in the business and understand it's risk profile. Since now we better understand that eVErYoNe iS tHe sAmE businesses are considered extremely risky across the board.
