1. Limits on Judiciary (Article 142) : The Court explicitly held:
• It cannot impose mandatory timelines for gubernatorial or presidential assent.
• It cannot invent a concept like “deemed assent.”
• Doing so would rewrite the Constitution—violating the separation of powers.
2. President’s Role (Article 201)
• When a Bill is reserved, the President need not always seek the Supreme Court’s advisory opinion under Article 143.
• The process cannot be judicially micromanaged.
3. Accountability of Governors
• Governors cannot indefinitely sit on a Bill
• “Prolonged and evasive inaction” is constitutionally impermissible
• Courts may direct them to act within a “reasonable time,” but cannot dictate what they must decide
4. Separation of Powers & Basic Structure
• Executive discretion under Articles 200 and 201 is part of the basic structure
• Courts cannot “judicially manufacture” deadlines
• Timelines must be introduced only by constitutional amendment, not judicial interpretation
