The Ministry of Home Affairs and Home Team Departments have been monitoring global and regional security developments closely, including the attack yesterday against a police station in Johor, allegedly by a member of the Jemaah Islamiyah (JI).
The Internal Security Department (ISD) has been in touch with its Malaysian counterparts on the attack.
In view of the heightened threat situation, and that the Malaysian police are looking for several other JI members, we had earlier today stepped up security measures, including at our checkpoints. These measures include increased patrols and enhanced checks on travellers and conveyances. Travellers should expect delays at the checkpoints due to enhanced checks, and factor in additional time needed for immigration clearance.
Whether in Singapore or travelling overseas, members of the public should stay vigilant and report any suspicious persons or activities to the police immediately. If you find yourself caught in an attack, remember to Run, Hide and Tell the police as soon as possible. Please refer to the SGSecure website at https://www.sgsecure.gov.sg for more information.

05 After his Rota Commander tour of duty, he was posted as a Public Education Officer at 1st SCDF Division. While at 1st SCDF Division, CPT Kenneth expressed a strong interest in pursuing a specialisation in marine firefighting. He successfully completed the 5-week Marine Firefighting Specialist Course (MFFSC) on 31 May 2022 and was posted to West Coast Marine Fire Station as a Marine Rota Commander on 16 January 2023.
During RCC, CPT Kenneth attained โGoldโ standard for his Individual Physical Proficiency Test (IPPT), and an โAโ in Breathing Apparatus Proficiency Test (BAPT). During his MFFSC in 2022, he attained a โDistinctionโ standard for his Marine Firefighting Specialist Certification Test (MFSCT). In 2023, he continued to maintain a โGoldโ standard for his IPPT and a โDistinctionโ standard for his MFSCT*.
CPT Kenneth was part of the first response crew for the vessel fire incident on 16 May 2024. SCDF officers, like CPT Kenneth, put their lives on the line each time they enter the scene of a fire, in order to save others. All the 19 crew members of the vessel were safely accounted for in the incident.ย
SCDF is deeply saddened by the death of our colleague CPT Kenneth. We extend our deepest condolences to his family, and are providing them with our fullest support. With the agreement of the family, we will be holding a ceremonial funeral to honour CPT Kenneth.
*All frontline firefighting vocation officers are required to take a series of proficiency and certification tests. On 16 May 2024 at about 12:15am, the Singapore Civil Defence Force (SCDF) was alerted to a fire on board a marine vessel anchored in the southwest of Singapore. SCDF arrived at the scene at about 1:15am.
CPT Tay Xue Qin Kenneth (้ๅญฆๅค), 30, was with another firefighter in the smoke-logged engine room at about 3:30am to conduct the firefighting operation. They were both wearing their personal protective equipment. While the firefighter was directing his water jet towards the source of the fire, CPT Kenneth moved around the engine room with a thermal imager to detect other hot spots. Based on body worn camera footage which was analysed post-incident, at about 3:53am, CPT Kenneth appeared to encounter difficulties.
The firefighter who was with CPT Kenneth noticed that CPT Kenneth had not responded to his calls, and attempted to search for him at the part of the engine room where the firefighting was being carried out. At about 4:00am, another team of firefighters saw CPT Kenneth lying at the bottom of a staircase (about four metres down) leading from the part of the engine room where the firefighting operation was being conducted, to a lower platform of the engine room.
CPT Kenneth was found conscious, but as he appeared unwell, evacuation was immediately initiated. CPT Kenneth subsequently lost consciousness when he was brought out from the engine room to the open deck on a stretcher. Cardiopulmonary resuscitation (CPR) was performed on him on the open deck, and continued to be performed on him while he was being evacuated by an SCDF fast response marine vessel to Pasir Panjang Ferry Terminal. An SCDF ambulance was on standby at the ferry terminal and received him at about 5:28am. The ambulance crew continued with CPR enroute to the hospital. The ambulance arrived at National University Hospital at about 5:50am. He was pronounced dead at the hospital.
In a fire or rescue emergency, Rota Commanders lead a team of frontline officers to respond to fire, rescue, and hazardous material incidents. All the training for these different roles and responsibilities are carried out centrally at the Civil Defence Academy and the Home Team Tactical Centre through various firefighting and rescue courses.

On 16 May 2024 at around 12:15am, the Singapore Civil Defence Force (SCDF) was alerted to a fire on board a marine vessel anchored in the southwest of Singapore. Upon SCDFโs arrival, smoke was emitting from the engine room of the vessel. SCDF firefighters from West Coast Marine Fire Station boarded the vessel to conduct firefighting operations.
2 During the operation, a Regular Officer who was a Rota Commander, paired up with another firefighter and they were conducting firefighting together inside the smoke-logged engine room. The firefighter was directing a water jet towards the source of the fire while the Rota Commander was moving around the engine room with a thermal imager to detect other hot spots within the room.
3 While the firefighting operation was ongoing, another team of firefighters entering the engine room to support the operation saw the Rota Commander lying at the bottom of a staircase (about four metres down) leading from the part of the engine room where the firefighting operation was being conducted, to a lower platform of the engine room. He was conscious, but as he appeared unwell, evacuation was immediately initiated. The Rota Commander subsequently lost consciousness and cardiopulmonary resuscitation (CPR) was performed on him. He was evacuated to Pasir Panjang Ferry Terminal and conveyed by an SCDF ambulance to National University Hospital.
4 The ambulance arrived at the hospital at about 5:50am. The officer was pronounced dead at the hospital.
5 SCDF is deeply saddened by the death of our officer. We are providing the family with our fullest support.

20 Straits Times : A manhunt involving more than 100 police officers was launched on May 9 after a Certis auxiliary police officer did not return his revolver and 10 bullets after his shift.
At a media briefing on May 10, the police said the Singaporean man, 27, was arrested within 2.5 hours after a report was lodged at 9.50pm on May 9 after he had completed his shift at Changi Airport.
Officers from the Criminal Investigation Department and Special Operations Command were among the units activated.He was spotted on closed circuit television footage after changing out of his uniform.
He had been carrying a fully-loaded Taurus revolver, which had five bullets, a speed loader with another five bullets, and a baton in a pouch.
He was found walking aimlessly past midnight in a shopping mall in Victoria Street when he was arrestedThe police said he did not put up a struggle and did not try to reach for the gun, which remained in the pouch.In response to queries from the media, Acting Deputy Commissioner of Police (DC) Zhang Weihan said the authorities made a deliberate choice not to inform the public about the incident.
DC Zhang said: โThatโs always one of the considerations.
โBut I think in this particular scenario, if we had gone ahead to warn the public, then what might have happened is it could have triggered a reaction from the person who was carrying the firearm.โ
He explained the authorities made a calculated decision as they felt ground officers had a good chance of apprehending the suspect.
The man will be charged on May 11 for the offence of unlawful carrying of a firearm. If found guilty, he can be jailed for up to 14 years and caned.Police said they intend to send the suspect for psychiatric assessment.
It is not known why the man did not return his weapon and what he was planning to do with it.

At about 9:40pm yesterday (9 May), SCDF was alerted to a fire at the abovementioned location.
The fire, measuring about four basketball courts, involved two units. The first unit is a car workshop and the second unit is an industrial workshop. The fire was extinguished in about 1 1/2 hours with six water jets and one unmanned firefighting machine.
A total of 15 emergency vehicles and about 60 firefighters were deployed to this incident.
In the course of the firefighting operation, a firefighter experienced cramps in his legs. He was conscious and stable, and conveyed to Tan Tock Seng Hospital as a precautionary measure.
There were no other reported injuries.

On 16 May 2024 at around 12:15am, the Singapore Civil Defence Force (SCDF) was alerted to a fire on board a marine vessel anchored in the southwest of Singapore. Upon SCDFโs arrival, smoke was emitting from the engine room of the vessel. SCDF firefighters from West Coast Marine Fire Station boarded the vessel to conduct firefighting operations.
2 During the operation, a Regular Officer who was a Rota Commander, paired up with another firefighter and they were conducting firefighting together inside the smoke-logged engine room. The firefighter was directing a water jet towards the source of the fire while the Rota Commander was moving around the engine room with a thermal imager to detect other hot spots within the room.
3 While the firefighting operation was ongoing, another team of firefighters entering the engine room to support the operation saw the Rota Commander lying at the bottom of a staircase (about four metres down) leading from the part of the engine room where the firefighting operation was being conducted, to a lower platform of the engine room. He was conscious, but as he appeared unwell, evacuation was immediately initiated. The Rota Commander subsequently lost consciousness and cardiopulmonary resuscitation (CPR) was performed on him. He was evacuated to Pasir Panjang Ferry Terminal and conveyed by an SCDF ambulance to National University Hospital.
4 The ambulance arrived at the hospital at about 5:50am. The officer was pronounced dead at the hospital.
5 SCDF is deeply saddened by the death of our officer. We are providing the family with our fullest support.
