I thought it was a joke, but apparently it's not. A PA rep introduces legislation forcing men to have vasectomies after 3 children or 40th birthday, whichever comes first. He, himself, has 4 children. And by men, he refers to them as "inseminators."
"Therefore, I will be introducing legislation that will require all inseminators to undergo vasectomies within 6 weeks from having their third child or 40th birthday, whichever comes first."
I'm assuming it's a joke, intended to make a point, but he submitted in it official capacity.
