I don't know which embassies are accepting case transfer, you have to ask by emailing them one by one. Also, there is no web page or document showing the backlog of the embassies.

📢All people waiting for the Ankara Embassy for DV interview: Please don't wait for the embassy in Ankara,Turkey to open. Currently, it is the world's one of the most crowded embassy and has a huge backlog(~ 7000 case). If you can transfer your case to another embassy, I recommend that you do so immediately.
