Earlier today, Azerbaijan's dictator, Ilham Aliyev, stated that Armenia must amend its constitution before any peace treaty can be signed between the two countries. Specifically, Aliyev takes issue with the Armenian Constitution's references to the territorial integrity of Artsakh. This statement comes days after Armenia's Foreign Minister, Mirzoyan, asserted that constitutional changes do not impact the ongoing peace process with Azerbaijan. Aliyev stated, "Azerbaijan has never had, and does not have, territorial claims to any country, including Armenia. It was they who had territorial claims against us. It is in their Declaration of Independence, which later became part of their Constitution, that there are territorial claims against Azerbaijan." In January 2024, Nikol Pashinyan announced that Armenia needs to change its constitution, which many speculated was a demand made by Aliyev at the negotiation table. In February 2024, Aliyev reiterated this demand that Armenia must change its constitution.
