IN-SPACe Prelims-Miscellaneous 1. Government has launched the Indian Space Promotion and Authorisation Centre (IN-SPACe) to promote private investment and innovation in the space sector. 2. IN-SPACe will facilitate and support the Private Sector in the following ways: i. Provide technical support ii. Share cash intensive facilities iii. Allow to establish temporary facilities in Department of Space (DOS) premises iv. Allow to bid for requirements coming from NewSpace India Limited (NSIL) v. Partner in science and space exploration missions. 3. IN-SPACe is the Institutional and Regulatory mechanism established to facilitate greater private participation. 4. FCRA Amendment Mains-GS-3-Economic Development What is the FCRA amendment about? 1. Foreign Contribution (Regulation) Act, 2010 regulates the acceptance and utilization of foreign contribution by individuals, associations and companies. 2. The amendment bill prohibits the public servants from accepting any foreign contribution. 3. Any person seeking prior permission, registration or renewal of registration must provide the Aadhaar number of all its office bearers, directors or key functionaries as an identification document. Which provisions of the amendments raise concern? 1. It bans regranting FCRA funds to other FCRA registered organisations. 2. A 20% cap on ‘overhead’ spending is set. 3. The requirement to provide Aadhaar details of board members and senior functionaries is also a concern. 4. All FCRA funds are mandated to be routed through the State Bank of India, New Delhi. How do the amendments hurt? 1. Corporate Social Responsibility contributions, government and private philanthropy are already projected to decline sharply in response to the economic impacts of the coronavirus pandemic. These amendments will further reduce the contributions. 2. It may undo India's progress on achieving the Sustainable Development Goals. 3. The proposed ban on regranting funds received under the FCRA disincentives, and prevents, coordinated action between NGOs. 4. It will also hamper contributions from India’s diaspora to identify intermediary organisations to help identify NGOs they can support. 5. Expense caps will curtail staffing, investments in training, technology, innovation, impact measurement, etc. 6. The requirement to provide Aadhaar details could dissuade people from joining NGO staff and boards preventing these individuals from contributing to the sector’s work.
